About this opportunity
The City of Covington, Georgia is soliciting proposals for on-call stormwater rehabilitation and maintenance construction services on an annual contract, with a nonmandatory pre-bid meeting on November 17, 2026 and sealed proposals due January 12, 2027. Work is authorized through individual Task Orders with no guaranteed minimum quantity, dollar value, frequency, or type of work.
Scope covers pipe removal and replacement, drainage structure installation and rehabilitation, roadway and concrete restoration, ditch grading, erosion control, tree removal, and utility conflict resolution. Contractors must maintain emergency response 24 hours a day, seven days a week, with a qualified representative on-site within two hours of notification. Proposals require evidence of at least three comparable completed projects, identification of key personnel and equipment, three owner references, proof of insurance and licenses, and affidavits including E-Verify compliance and conflict-of-interest disclosure.
Pricing uses a comprehensive unit-price structure covering mobilization (Standard, Major, and Local Project-to-Project Relocation), traffic control, RCP Class III and HDPE pipe, drainage structures, earthwork, pavement restoration, erosion control, trees, and utility work. Contractors must submit complete unit prices for all listed items, including separate prices for pipe diameters and cut-depth bands. Payment reflects actual accepted work, and the City may apply a contingency of up to 15% of the base Task Order amount for authorized additional or changed work.
The initial term is one year, with the City holding the option to renew for up to two additional one-year periods. At renewal, contractors may request a uniform unit-price increase limited to the lesser of 4% or the twelve-month change in the Consumer Price Index for All Urban Consumers.
Evaluation uses a 100-point matrix: experience and past performance (25 points), price (25 points), project approach and emergency response (20 points), key personnel, crews, equipment, and capacity (20 points), and organization, management, and safety (10 points).
