About this opportunity

The City of Alpharetta issued Request for Proposals (RFP) Number 26-117 on April 30, 2026, for on-call stormwater pipe and proprietary water quality device cleaning services, with proposals due by May 28, 2026, at 10:00 AM through the Bonfire online platform. The procurement seeks a qualified single contractor to provide pumping, removal, and disposal of materials from partially and fully clogged storm structures and pipes, as well as inspection and maintenance of proprietary water quality devices such as Stormceptors and Crystal Streams in compliance with National Pollution Discharge Elimination System (NPDES) regulations. Services must be performed between 7:00 AM and 7:00 PM Monday through Friday, with Saturday work permitted only with 72-hour advance notice between 9:00 AM and 5:00 PM; Sunday work is not permitted. The contractor must perform at least 30 percent of work with its own organization, maintain traffic control compliance with Manual on Uniform Traffic Control Devices standards, and restrict traffic impedance to 9:00 AM to 4:00 PM. Evaluation criteria comprise five components: Firm Experience and Available Resources (30 points), Cost Proposal (27 points), Average Response Time (30 points), References (10 points), and Local Vendor Preference (3 points), for a maximum of 100 points. Required submissions include a cover letter, firm experience and resources statement, references, estimated response times for routine and emergency task orders, a separate cost proposal in Excel format with hourly rates for labor and equipment, travel time costs, dumping fees, traffic control daily rates, and minimum service charges, completed IRS Form W-9, Bidder's Disclosures and Certifications, a notarized E-Verify affidavit, and a questionnaire. The initial contract term is one year from notice to proceed with options for up to four additional one-year renewal periods at the City's sole discretion.

The City of Alpharetta offers a Local Vendor Preference (LVP) for certified local vendors with contract values between $50,000.01 and $500,000.00, providing a three percent preference in RFP evaluations; eligible vendors must maintain a permanent physical business location within Alpharetta city limits for at least six months prior to solicitation issuance, hold a valid city business license, and remain current on all taxes and fees owed to the municipality. Bidders must certify compliance with E-Verify workforce authorization requirements and ensure all subcontractors do the same, with failure to maintain E-Verify participation constituting a material breach of contract. The City requires contractors to maintain workers' compensation insurance of $500,000 per accident, commercial general liability of $1,000,000 each occurrence, and excess umbrella liability of $1,000,000, while ensuring trucks utilize only designated City truck routes. A previous RFP 25-112 for this same service was awarded to Sweeping Corp. of America, Inc., at $1,200.00, indicating the anticipated budget range and baseline pricing for this procurement. No specific budget ceiling or maximum award value has been disclosed in the current RFP 26-117 documentation; however, historical pricing from the prior procurement suggests cost proposals in the range of $1,200 to $4,755 based on prior bidders' submissions.

Opportunity text

The City of Alpharetta is requesting proposals from qualified companies to provide on-call stormwater pipe and proprietary water quality devices (such as stormceptor and crystal stream) cleaning on a task order basis. This will include pumping, removal, and disposal of all materials associated with cleaning out partially and fully clogged storm structures and pipes. In accordance with the National Pollution Discharge Elimination System (NPDES) regulations the City is required to maintain stormwater pipes and structures within our jurisdictional authority. The City is making strides to become more proactive in its inspection and maintenance program. As such, we have found that the number of storm pipes we are unclogging each year has significantly increased to the point that we need to maintain an on-call company for this service. Additionally, the city currently has and continues to install new proprietary water quality devices where necessary on public improvement projects. These devices require at least annual inspections and pumping maintenance. Event ID: PE-66085-NONST-2026-000000089 (ON-CALL STORM PIPE CLEANING)
