About this file
This is a Local Vendor Preference (LVP) form issued by the City of Alpharetta, Georgia, establishing the municipality's policy for awarding contracts to local vendors. The policy applies to formal procurements with contract values between $50,000.01 and $500,000.00 and encourages local business participation by offering competitive advantages. Vendors seeking LVP status must maintain a permanent physical business location within Alpharetta city limits for a minimum of six months prior to solicitation issuance, hold a valid city business license, and remain current on all taxes and fees owed to the municipality. The City of Alpharetta is requesting proposals from qualified companies to provide on-call stormwater pipe and proprietary water quality device cleaning services on a task order basis, including pumping, removal, and disposal of materials from partially and fully clogged storm structures and pipes in compliance with National Pollution Discharge Elimination System (NPDES) regulations. The scope encompasses inspection and maintenance of newly installed proprietary water quality devices requiring at least annual inspections and maintenance.
Alpharetta vendors meeting certification requirements receive a three percent (3%) preference in contract awards for Invitation to Bid (ITB) procurements if their responsive and responsible bid falls within three percent of the lowest responsive and responsible non-local bid; for Request for Proposal (RFP) procurements, the three percent preference applies as an evaluation criterion. Multiple local vendors within the three percent threshold are evaluated on lowest responsive and responsible bid. The LVP does not apply to procurements exceeding $500,000.01, public works construction projects totaling $100,000.00 or greater, sole source or cooperative purchasing agreements, federally or state-funded projects where local preference is prohibited, emergency purchases, or when all bids exceed budget availability. Eligible local vendors must submit a completed Local Vendor Certification Form with required documentation including proof of permanent business location, valid business license, and current tax status.

CITY OF ALPHARETTA
LOCAL VENDOR PREFERENCE (LVP)
It is the policy of the City to invest in the local community when appropriate through securing goods/services from local businesses at competitive pricing and terms. This is to encourage local businesses to compete for City Business for formal procurement with a contract value of $50,000.01 to $500,000.00.
To apply for the Alpharetta LVP, the Vendor must meet the following requirements:
• Has a permanent place of business with full-time employee(s) within City limits for a minimum of six months prior to the issuance date of any formal solicitation to which said business is responding;
• The permanent place of business must distribute goods/services and cannot be a post office box or a residence;
• Has a valid business license from the City; and
• Is not delinquent on any taxes/fees owed to the City (e.g. property taxes, business license fees, etc.).
For preference, Alpharetta Vendors must complete and return the Local Vendor Certification Form located at the end of this document. Every Vendor seeking qualification for local preference must include this form with vendor’s response to this eligible procurement. The completed form must be accompanied with all required documentation noted on the form.
An Alpharetta vendor that has submitted the Local Vendor Certification Form with all required information and has been confirmed as eligible by City personnel will be given preference in contract award for their responsive and responsible bid (ITB)/proposal (RFP) if:
For an ITB: If the lowest responsive and responsible Bidder is a non-Alpharetta vendor:
• Alpharetta vendor will be given preference in contract award if their responsive and responsible bid is within three percent (3%) of the lowest responsive and responsible bid.
• If multiple Alpharetta vendors are within three percent (3%) of the lowest responsive and responsible bid, then contract award will go to the Alpharetta vendor with the lowest responsive and responsible bid.
For an RFP: Alpharetta Vendor preference of three percent (3%), or equivalent unit of measure, shall be provided as an evaluation criterion.
