About this opportunity
The Maryland Stadium Authority (MSA) is issuing an Invitation for Bids (IFB) to procure on-call security video repair and maintenance services for the Camden Yards Sports Complex (CYSC), which includes Oriole Park at Camden Yards, the Warehouse at Camden Yards, Camden Station, and M&T Bank Stadium. The contractor will provide comprehensive preventive maintenance, testing, troubleshooting, repair, replacement, and upgrades to existing security camera systems and related network infrastructure on an as-needed basis. Services include standard service calls with 24-hour notice response availability Monday through Friday from 7:00 a.m. to 5:30 p.m., and emergency service calls requiring four-hour response availability 24 hours daily, seven days weekly, including holidays. The contractor must manage ExacqVision video management software, Hanwha Vision America cameras, and legacy Pelco and Axis Communications equipment, and must complete two immediate firm-fixed price camera upgrade projects (six cameras at Oriole Park and nine cameras at M&T Bank Stadium) within 60 days of contract award. Minimum qualifications require five years of experience as a security systems integrator maintaining similar-sized commercial video networks, authorization as a reseller or integrator for ExacqVision Enterprise Edition, and Gold-level or higher partner status with Hanwha Vision America. Bids will be evaluated solely on lowest total bid price from responsible bidders. A pre-bid conference is scheduled for May 12, 2026, at 11:00 a.m. via Google Meet, with electronic bid submissions due by 2:00 p.m. on June 3, 2026; all bids must be submitted through MSA's Bonfire procurement portal at https://mdstad.bonfirehub.com/portal, and late, faxed, or emailed submissions will not be accepted.
No minority business enterprise subcontractor participation goal has been established for this solicitation, and no set-aside designations restrict participation; however, the successful bidder must be registered with eMaryland Marketplace Advantage and in good standing with the State of Maryland before contract award. Bidders must comply with comprehensive affidavit and certification requirements including a Bid/Proposal Affidavit affirming compliance with state procurement laws, nondiscrimination requirements, and prohibitions on fraudulent conduct; a Contract Affidavit certifying registration and compliance with Maryland State Department of Assessments and Taxation requirements, financial disclosure obligations for contracts exceeding $200,000 in aggregate annual value, and drug and alcohol-free workplace certifications; and a Conflict-of-Interest Affidavit disclosing any potential conflicts. The contractor must maintain specified insurance coverage including $1,000,000 commercial general liability, $1,000,000 business automobile liability, and statutory workers' compensation insurance, with MSA, the Baltimore Orioles Limited Partnership, the Baltimore Ravens Limited Partnership, and the State named as additional insureds. The contract term is up to two years from contract execution or until the total contract limit of $200,000 is reached, whichever occurs first, with an estimated total cost of $100,040 based on projected annual labor allocations and material allowances; however, no minimum amount of work is guaranteed. The contractor must provide pricing for hourly labor rates for standard and emergency service technician and helper positions, project management and design work for both Year 1 and Year 2, a discount percentage off manufacturer's suggested retail price from the Hanwha Vision America price list for camera purchases and hardware, and IP camera software licenses at specified per-camera annual rates, with all other materials subject to contractor cost plus a fixed 15 percent overhead and profit markup.
