About this opportunity
The Incorporated County of Los Alamos Department of Public Utilities is requesting proposals under RFP27-40R for on-call power line contractor services, with questions due November 3, 2026 at 5:00 p.m. and proposals due November 10, 2026. Offerors may request a local preference under Los Alamos Code Section 31-261(b) and NMSA 1978 Section 13-1-21 by submitting a preference form and a valid New Mexico preference certificate. The Local (Los Alamos) Business preference requires a principal office in Los Alamos County. The form also offers New Mexico resident and Native American or veteran resident preferences for businesses with annual gross revenues up to $6,000,000.
Work covers construction, installation, maintenance, and replacement on the County's electric distribution system, with primary focus on make-ready pole changes for a fiber installation project. All work is performed on a task order basis. An EL-1 Contractor License is required for work on distribution and transmission systems over 5,000 volts. Performance and payment bonds equal to 100 percent of the task order price are required for task orders exceeding $25,000. Offerors must list subcontractors, including second- and third-tier, performing work over $5,000.
The County anticipates a budget cap of $5.0 million for the full potential seven-year term, excluding New Mexico Gross Receipts Taxes, and reserves the right to modify that amount. The County may award multiple source contracts. Pricing uses fully loaded unit rates from the Cost Proposal Worksheet, and cost-plus-a-percentage-of-cost contracts are prohibited. Price escalators are at County discretion. Contracts exceeding $100,000 require Board of Public Utilities approval. Estimated award is January 26, 2027.
Proposals are evaluated on qualifications and experience (35 points), understanding of and compliance with applicable standards, laws, and regulations with valid licenses (10 points), description of services and ability to meet scope (25 points), and cost proposal (30 points). A non-mandatory pre-proposal conference is held November 3, 2026 at 2:00 p.m. Mountain Daylight Time via Microsoft Teams, and County responses to questions are issued by November 4, 2026 at 5:00 p.m. Required forms include a deviations and exceptions form submitted with the proposal, a campaign contribution disclosure for contributions over $250 in aggregate to County Councilors over the prior two years, and a debarment and suspension certification.
