About this file
This is a Cost Proposal Worksheet for the Incorporated County of Los Alamos, New Mexico, Department of Public Utilities, related to an on-call power line contractor services solicitation (RFP27-40R). The worksheet is designed for contractors to submit comprehensive pricing for labor, equipment, materials, and administrative services required to perform make-ready pole changes and other electrical distribution work on a task order basis. The County intends to award an agreement for a term of up to seven years, though awards may be made for shorter periods if offerors do not propose costs for the full seven-year term.
The cost proposal worksheet requires contractors to provide fully loaded hourly wage rates for all labor classifications, including supervisory personnel (Project Manager, Superintendent, Foreman), electrical distribution workers (Lineman/Lineworker, Journeyman Lineworker, Apprentice Lineworker, Groundman, Equipment Operator), general laborers (Groups I-IV), operators (Groups I-X), truck drivers, and any other classifications the offeror proposes. Contractors must also submit hourly or daily rates for a comprehensive range of equipment including bucket trucks, excavation equipment, directional drilling rigs, and specialized vehicles. The worksheet includes provisions for material administrative processing costs, subcontractor administration processing costs, and one-way mobilization charges calculated on a per-mileage basis for each task order. All costs must be proposed in U.S. currency and comply with New Mexico prevailing wage requirements. The County prohibits cost-plus-a-percentage-of-cost contracts and requires contractors to clearly describe any proposed price escalation mechanisms for future years, which may be based on specified dollar amounts, percentages, capped increases, or indices such as the Consumer Price Index or Producer Price Index.
