About this opportunity

The County of Sacramento, Department of Waste Management & Recycling, is soliciting proposals through a Request for Proposal process to establish an on-call contract for geosynthetic liner repair services at the Kiefer Landfill Facility located at 12701 Kiefer Boulevard, Sloughhouse, California 95683. The County seeks qualified firms experienced in installing and repairing geosynthetic components, specifically geomembrane, geosynthetic clay liner (GCL), and geotextile materials that comprise the landfill's base liner system environmental barrier. The primary objective is to provide emergency on-call repair services to address damage to the liner system that compromises environmental integrity, with repairs required to be completed within one week following notification of damage and before damaged sections are covered with waste. Deliverables include prompt response to emergency requests, high-quality geosynthetic liner repairs meeting established technical specifications, and maintenance of the facility's operational efficiency by minimizing service disruptions to the waste stream. Required qualifications include demonstrated experience performing similar liner repair services at comparable facilities within the past five years, ability to respond rapidly to emergency requests, a team of qualified and experienced staff, compliance with all proposal format and County terms and conditions requirements, and submission of at least three references preferably from government entities of similar size. Evaluation criteria include quality of proposed services, emergency response capability, staff experience and qualifications, proposal compliance, and overall project value. The proposal deadline is February 20, 2026, at 2:00 p.m., with submissions required electronically via OpenGov Procurement, and a question deadline of February 6, 2026, at 2:00 p.m.

This procurement is subject to California prevailing wage requirements under California Labor Code sections 1720, 1725.5, 1770, 1771.1(a), and 1771.5, applicable to all public works maintenance projects exceeding $15,000, with all contractors and subcontractors required to register with the California Department of Industrial Relations prior to bid or award. There are no specific set-asides for disadvantaged enterprises noted in the solicitation documents, though the County reserves the right to reject any or all bids and to waive informalities in its discretion. The County has maintained an approved Labor Compliance Program since March 15, 1994, and wage determinations are available at 9700 Goethe Road, Suite D, Sacramento, California 95827, or online at http://www.dir.ca.gov/DLSR/PWD. The contract will be governed by the County's standard consulting agreement incorporating a time and materials payment structure with compensation not to exceed $90,000.00, with a maximum total payment amount to be specified in Exhibit C, and the County retains the authority to amend the agreement to increase compensation by no more than ten percent of the annual payment amount or $25,000, whichever is less. The selected contractor must demonstrate proof of five or more full-time employees for independent contractor status, obtain child support services compliance certification, maintain comprehensive insurance coverage including general liability, automobile liability, and workers' compensation with the County as additional insured, and comply with all COVID-19 safety protocols. Board of Supervisors approval is required before the contract becomes effective.

Opportunity text

The County of Sacramento, Department of Waste Management & Recycling (DWMR) is soliciting proposals from qualified liner system installation firms to perform geosynthetic liner repair services for the County of Sacramento Kiefer Landfill facility (KLF) on an on-call basis. The KLF is located in southeastern Sacramento County at 12701 Kiefer Boulevard, Sloughhouse, California 95683 as shown on Attachment B - Site Vicinity Map.

Damage to the liner system affects the integrity of this environmental barrier and shall be repaired before covering the damaged liner with waste. Due to limitations on locations for active waste placement, repairs may be of a very high priority to maintain service for the waste stream entering the landfill. As such, emergency repairs will be needed on an on-call basis to keep the landfill operation running efficiently. However, repair services will only be required if damage occurs to the landfill base liner system.
