About this file
This Request for Proposal issued by the County of Sacramento, Department of Waste Management & Recycling, solicits proposals from qualified firms to provide on-call geosynthetic liner repair services for the Kiefer Landfill Facility located at 12701 Kiefer Boulevard, Sloughhouse, California. The County seeks experienced contractors capable of installing and repairing geomembrane, geosynthetic clay liner, and geotextile components that comprise the landfill's base liner system environmental barrier. The scope of work encompasses emergency on-call repairs to address damage to the liner system before damaged sections are covered with waste, with repairs required within one week of notification. Prior to receiving repair notifications, selected contractors must procure and maintain on-hand liner system materials meeting minimum specifications for Module 4, though the County currently has surplus materials available on-site that may satisfy this requirement. The proposal deadline is February 20, 2026, at 2:00 p.m., with a questions deadline of February 6, 2026, at 2:00 p.m. Responses must be submitted electronically via OpenGov Procurement. The RFP was released January 23, 2026. No specific award date or contract term length is identified in the solicitation documents.
Pricing shall be submitted as a Cost Rate Schedule identifying separate rates for labor, equipment, materials, mobilization, and miscellaneous expenses, with equipment and materials billed at cost plus markup. The County anticipates compensation not to exceed $90,000.00 with authority to amend the agreement to increase compensation by no more than ten percent of the annual payment amount or $25,000, whichever is less. This procurement is subject to California prevailing wage requirements under California Labor Code sections 1720, 1725.5, 1770, 1771.1(a), and 1771.5, applicable to all public works maintenance projects exceeding $15,000. Contractors and subcontractors must register with the California Department of Industrial Relations prior to bid or award. The contract will utilize the County's standard consulting agreement incorporating a time and materials payment structure. No incumbent contractor is identified. Proposers must demonstrate five or more full-time employees for independent contractor status certification, obtain child support services compliance certification, and maintain comprehensive insurance coverage including general liability, automobile liability, and workers' compensation with the County named as additional insured. Board of Supervisors approval is required before the contract becomes effective.

Request for Proposal #2025-PURB RFP-0092 Title: On-Call Landfill Liner System Repair Services
1. Introduction
1.1. Summary
The County of Sacramento, Department of Waste Management & Recycling (DWMR) is soliciting proposals from qualified liner system installation firms to perform geosynthetic liner repair services for the County of Sacramento Kiefer Landfill facility (KLF) on an on-call basis. The KLF is located in southeastern Sacramento County at 12701 Kiefer Boulevard, Sloughhouse, California 95683 as shown on
Attachment B - Site Vicinity Map.
Damage to the liner system affects the integrity of this environmental barrier and shall be repaired before covering the damaged liner with waste. Due to limitations on locations for active waste placement, repairs may be of a very high priority to maintain service for the waste stream entering the landfill. As such, emergency repairs will be needed on an on-call basis to keep the landfill operation running efficiently. However, repair services will only be required if damage occurs to the landfill base liner system.
1.2. Background
The County owns and operates the KLF for the disposal of Class III municipal solid waste, servicing the residences and businesses within the County of Sacramento and nearby cities. Periodically, the KLF extends the landfill base liner system to incorporate more airspace to deposit waste. The landfill liner system is a subsurface barrier that contains waste and waste constituents from being released into the surrounding environment.
The Kiefer Landfill is permitted for base liner systems in Modules M1L through M11. Module M1 (the original unlined area) was opened for waste fill operations in the summer of 1967. Module M-1L was opened for waste fill operations in March 1994 with the initial base liner system. Currently, landfilling is occurring in Module M4. Modules 5 through 11 will be constructed in the future to meet the local demand for disposal service.
Since the landfill liner has been constructed in multiple phases, the liner system components and material types vary. A summary of the various liner system components is included with this request for proposals as Attachment A - Table 1 Base Liner System Components.

2.2.1 Overview
This Request for Proposals ("RFP") is an invitation for proposers to submit a proposal to the County. This
RFP does not commit the County to award a contract to any proposer. Submission of a proposal shall neither obligate nor entitle a proposer to enter into a contract with the County.
2.2.2 Proposal format and content
When submitting a proposal, proposers must follow the format and contents detailed in Section 5 below. Failure to do so will likely prolong the evaluation process and could result in a proposal not being considered.
2.2.3 Proposal submission
Proposals must be received BEFORE 2:00 pm on Friday, February 20, 2026 electronically via OpenGov.
Failure to submit a proposal on time may be grounds for rejection of the proposal; however, the County reserves the right, in its sole and absolute discretion, to accept proposals after the proposal due date.
2.2.4 Questions and communication
Questions concerning this RFP must be submitted in the project Q&A section in OpenGov Procurement by 2:00 pm on Friday, February 6, 2026.
Questions received via phone or e-mail to direct points of contact for this RFP will not be considered nor responded to. The County shall respond to questions properly submitted as described above via addenda, if the answer presents a material change to the solicitation, and/or via the Question & Answer section for non-material answers.
By submitting a response, proposer affirms review of all solicitation documents including all questions submitted and answers issued by the County on the project.
2.2.5 Addenda
The County reserves the right to modify this RFP at any time prior to the proposal due date. The County will modify the RFP only by written addenda. Proposal should be based on this RFP document and any formal written addenda. Proposers should not rely on oral statements. Addenda will be posted in
OpenGov Procurement. It is the responsibility of each prospective proposer to assure receipt of all addenda.
2.2.6 County's right to withdraw, cancel, suspend and/or modify RFP
The County reserves the right to withdraw, cancel, suspend, and/or modify this RFP for any reason and at any time with no liability to any prospective proposer for any costs or expenses incurred in https://procurement.opengov.com/signup connection with the RFP or otherwise.

Proposers may edit or cancel their proposal in OpenGov Procurement prior to the due date.
2.2.8 Proposals will not be returned
Upon submission, proposals will not be returned.
2.2.9 Public disclosure of proposal documents
The County will treat all information submitted in a proposal as available for public inspection once negotiations with the selected party have been completed. If copies of proposals are included with
Board materials, the County will make proposals available for public inspection once staff has made a recommendation for award.
If a proposer believes protected data is included in its proposal, the proposer shall clearly identify the data and provide the legal basis in support of the asserted classification. Proposer must present such information separately as part of its proposal OR type in bold red letters the term "CONFIDENTIAL" on that specific part or page of the proposal which proposer believes to be confidential. Classification of data as trade secret data will be determined pursuant to applicable law, and, accordingly, merely labeling data as "trade secret" does not necessarily make the data protected under any applicable law.
In order for the County to assert the confidentiality of any such information in the event a California
Public Record Act request is received, the proposer must request, execute and submit a County-prepared written agreement to defend and indemnify the County for liability, costs and expenses incurred in asserting such confidentiality as part of the proposal. A copy of that written agreement is attached as Attachment Attachment F Proprietary Agreement.
The final determination of whether the County will assert a proposer's claim of confidentiality shall be at the sole discretion of the County. Any information determined to be non-confidential shall be considered public record. If the County determines that your information does not meet the criteria for confidentiality, you will be notified of the County's intent to release the public record pursuant to any
California Public Records Act request.
The proposer agrees, as a condition of submitting its proposal, that the County will not, as between the parties, be liable or accountable for any loss or damage, which may result from a breach of confidentiality related to the proposal. The proposer agrees to indemnity and hold the County, its officials, agents, and employees harmless from all claims arising out of, resulting from, or in any manner attributable to any violation of any provision of the California Public Records Act, including legal fees and disbursements paid or incurred to enforce this provision.
2.2.10 Proposer's costs
The County shall not be responsible for any costs incurred by proposer in connection with this RFP.
Proposer shall bear all costs associated with proposal preparation, submission, and attendance at interviews, or any other activity associated with this RFP or otherwise.
2.2.11 Proposer's ideas
To the extent permitted by law, the County reserves the right to use any or all ideas, concepts, or other information provided in any proposals. Selection or rejection of the proposal does not affect this right.
2.2.12 Collusion
If the County determines that collusion has occurred among proposers, none of the proposals of the participants involved in the collusion shall be considered. The County's determination shall be final.
2.2.13 Conflict of interest
The proposer affirms that to the best of its knowledge the submission of its proposal, or any resulting contract, does not present an actual or perceived conflict of interest. The proposer agrees that should any actual or perceived conflict of interest become known, it will immediately notify the County and will advise whether it will or will not avoid, mitigate, or neutralize the conflict of interest.
The County may make reasonable efforts to avoid, mitigate, or neutralize a conflict of interest by a proposer. To avoid a conflict of interest by a proposer, the County may utilize methods including disqualifying a proposer from eligibility for a contract award or cancelling the contract if the conflict is discovered after a contract has been issued. The County may, at its sole and absolute discretion, waive any conflict of interest.
3. Scope of Work
The selected consultant will be responsible for the following:
DWMR is seeking a firm that is experienced in maintenance of the geosynthetics components of landfill base liner systems including installing and repairing. DWMR specifically requires assistance with potential maintenance repair of the existing KLF base liner system, should damages occur during operation of the landfill. The anticipated scope of work for the successful Proposer (also identified as
Installer) will include the following on-call tasks:
3.1 Preparation
Prior to notification by DWMR that maintenance repair services are needed, the liner system repair firm
(Installer) shall procure liner system materials that meet the minimum specifications associated with the existing liner system(s) most likely to incur damage. A summary of the existing base liner system component materials is included as Attachment A - Table 1 Base Liner System Components. Although eleven liner system installation phases have occurred at KLF, only the most recent Module 4 (M4) expansion has significant potential to incur damage by the refuse placement operation. However, the possibility still exists that other liner system phases could be damaged along the refuse perimeter during construction activities such as trenching. Generally, the successful Proposer will be required to keep a minor amount of geomembrane (GM), geosynthetic clay liner (GCL), and geotextile (GT) on-hand specifically for repairs to M4. However at the time of this RFP, DWMR has surplus materials of GM, GCL, and GT remaining from the construction of Module 4, Phase 2 stored at the on-site equipment maintenance shop. While DWMR has these material on-hand, the requirement to procure and store equivalent materials separately is waived.
3.2 Documentation
All materials assigned for repair services at KLF shall have corresponding manufacturer’s quality control
(MQC) certifications with matching roll numbers and/or lot numbers as appropriate for the specific material property testing frequency. Material properties shall meet the material specifications identified in the technical specifications for the corresponding base liner system expansion phase. Excerpts from the M4P1 specifications identifying material properties are included as
Attachment 1. MQC certifications, at a minimum, shall include the following information:
1. Geomembrane:
a. Lot Number
b. Roll Number
c. Thickness
d. Asperity Height
e. Density
f. Tensile Properties (strength and elongation at yield and break)
g. Tear Resistance
h. Puncture Resistance
i. Carbon Black Content and Dispersion
2. Geosynthetic Clay Liner
a. Bentonite Mass/Area
b. Geotextile Component Mass/Area (top and bottom)
c. GCL Hydraulic Conductivity and/or Index Flux
3. Geotextile
a. Mass/Area
b. Grab Tensile Strength/Elongation
c. Trapezoidal Tear Strength
d. CBR Puncture Strength
e. Apparent Opening Size
f. Permittivity
3.3 Coordination
Following notification of liner system repairs needed at KLF, Installer shall coordinate their work schedule with the other parties involved. This includes DWMR’s project manager and the project manager for the third-party CQA Consultant contracted to observe and document liner system repairs. At the time of this RFP, GeoLogic Associates is the CQA Consultant contracted for monitoring geosynthetic repair services. No repair work shall be performed without the CQA Consultant present.
3.4 Repair Work
On the coordinated day, Installer shall mobilize to the KLF with repair equipment to meet with the CQA
Consultant prior to beginning repair work. Repair materials shall be brought to the KLF if required materials are not already available on-site. In accordance with specifications, Installer shall perform trial welds on representative geomembrane and perform destructive tests on the trial welds. The test results must pass strength and failure mode requirements prior to beginning repair work. Specific repair methods shall correspond to the Technical Specifications and Construction Quality Assurance (CQA) Plan requirements associated with the applicable liner system phase of construction. Upon the County's acceptance of all work associated with each individual repair event, and the receipt of an invoice for the work, payment will be made to the Installer.
3.5 Time of Completion
Repair work under this contract is anticipated to be performed on an emergency on-call basis. Installer is expected to complete repairs to minor damages under this contract within one week following notification of the damage and requested repair service. In the event that weather conditions or other factors prevent repair work, the repairs shall be performed as soon as reasonably possible.
4. Evaluation and Selection
4.1 Proposal evaluation and recommendation for selection
The County reserves the following rights, to be exercised in the County’s sole and absolute discretion:
1) to determine whether any aspect of a proposal satisfactorily meets the criteria established in this RFP
