About this opportunity
The Georgia Department of Transportation is soliciting bids on an on-call geotechnical and environmental drilling services contract (RFQ-484-08152022), with bids due August 15, 2022, and a virtual optional pre-bid meeting on July 28, 2022.
Prime contractors must be prequalified in both Foundation Drilling and Environmental Drilling service classes; subcontractors may work under a prequalified prime's supervision but unqualified team members render the bid subject to disqualification. A communication restriction prohibits all respondents from contacting GDOT staff about the solicitation except through formal question submission, with violations subject to proposal rejection.
The scope encompasses bridge foundation drilling and sampling, soil survey drilling and sampling, wall foundation drilling and sampling, and environmental drilling and sampling. Deliverables include typed boring logs; surveyed elevations following GDOT's Foundation Drilling and Sampling Guidelines (may require Georgia registered land surveyor engagement); laboratory testing per GDOT Standard Specifications including USCS tests, triaxial shear, consolidation, moisture content, organic content, and corrosivity series testing; and environmental Phase II procedures with PID/FID screening at 5-foot intervals, BTEX/PAH or VOC/SVOC analysis depending on contamination source, and EPA Region IV compliance for soil and groundwater sampling. Private utility locate services must be a separate line item. Typed boring logs are required deliverables. Surveyed elevations must follow GDOT guidelines, which may require a Georgia registered land surveyor if no benchmark exists.
The contract term is up to five years with options for price increases and decreases at specified intervals. Respondents must submit all bid line items with accurate pricing; no substitutions or alternates are permitted. For individual jobs, GDOT selects the lowest-cost contractor in good standing, excluding mobilization. Contractors must complete a Tax Compliance Form verified against Georgia Department of Revenue records, certify E-Verify participation under the Georgia Security and Immigration Compliance Act, and certify non-collusion and absence of suspension or debarment within the past five years. Five firms were selected for negotiations: ECS Southeast, LLP; Nova Engineering & Environmental, LLC; Ranger Consulting, Inc.; Terracon Consultants, Inc.; and Wood Environmental & Infrastructure Solutions, Inc.
