About this file
This is a Responses to Questions document issued by the Georgia Department of Transportation (GDOT) for RFQ-484-08152022, an on-call geotechnical drilling services solicitation. The solicitation seeks qualified firms to provide geotechnical and environmental drilling services including bridge foundation drilling and sampling, soil survey drilling and sampling, wall foundation drilling and sampling, and environmental drilling and sampling. GDOT will establish open agency contracts with awarded vendors to be utilized as jobs and needs are identified by the Department. The awarded contracts shall be effective for up to five years and will include options for price increases and/or decreases at specified intervals. A virtual optional pre-bid meeting was held on July 28, 2022 at 10:00 AM. The RFX was initially posted to the internet on July 15, 2022, with the issuing officer identified as Trina E. Williams of GDOT.
The document addresses four key supplier questions regarding prequalification requirements, deliverables, surveying standards, and billing procedures. Respondents must include team members prequalified in both Foundation Drilling and Environmental Drilling Geotechnical Services Classes, though unqualified subcontractors may work under a prequalified prime contractor's supervision with the prime held fully accountable for work product. Typed boring logs are required deliverables. Surveyed elevations must follow GDOT's Foundation Drilling and Sampling Guidelines, which may require engagement of a Georgia registered land surveyor if no benchmark is available. Private utility locate services must be added as a separate line item in the mobilization and traffic control section of the bid menu. A restriction of communication is in effect from the advertisement date until a successful respondent is selected, prohibiting respondents from communicating with GDOT staff except for submitting questions as instructed.

However, a little further down in
Exhibit I in paragraph B, #9, it says we are to furnish qualified drillers.

Office of Design Policy and Support.
If that is not available, have a Georgia registered land surveyor create a benchmark from which you can determine ground elevations at each boring.”
4. Will private utility locate services be added to the menu of services/costs or will that cost be considered during the mobilization and traffic control portions of the bid?
The drilling firm needs to add this as a separate line item in the mobilization and traffic control section of the menu of services at the time of the bid.
