About this opportunity

The Incorporated County of Los Alamos, New Mexico is soliciting proposals under RFP27-29 for on-call concrete and paving services, with proposals due November 19, 2026 at 2:00 p.m. Mountain Time through the Bonfire Procurement Portal. Local preference applies only where offerors request it: a Local (Los Alamos) Business preference requires a current Los Alamos County Business License and a principal office in Los Alamos County, and preference requests cannot be submitted or modified after the closing date. The solicitation identifies no set-asides.

Task orders will be issued as needed for concrete and roadway repairs driven by ADA compliance, aging infrastructure, erosion, and utility installation. Work must conform to the New Mexico Department of Transportation Standard Specifications for Highway and Bridge Construction (2019 edition) and Los Alamos County Utility Construction Standards. Offerors must submit six narrative qualification sections, including concrete and paving experience over the past five years, three completed projects exceeding $60,000 for municipal or local government clients, three right-of-way-adjacent projects, and familiarity with traffic control and municipal permitting. Task orders exceeding $25,000 require performance and payment bonds, and those exceeding the state prevailing wage threshold carry prevailing wage requirements. Selected contractors must begin work within fourteen days of notification and generally complete projects within twenty-one days. The County contemplates a multiple-source award.

The contract term is up to seven years, with annual renewals subject to County Council approval and budget availability. The contract cap is $5 million per awarded agreement, excluding New Mexico Gross Receipts Taxes. Offerors must price each contract year using fixed pricing or clearly measurable escalators such as CPI indices; cost-plus-a-percentage-of-cost arrangements are prohibited. Fuel surcharge adjustments may be proposed through the Cost Proposal Worksheet. Offerors must provide a minimum of three and up to five client references, and must submit a Campaign Contribution Disclosure Form and a Subcontractor List identifying all subcontractors performing work above $5,000.

A non-mandatory virtual pre-proposal conference is scheduled for November 5, 2026 at 3:00 p.m. Mountain Time. Questions are due November 12, 2026 at 2:00 p.m. Mountain Time, with responses issued by November 16, 2026. Late submissions are not accepted. The estimated award date is February 1, 2027.
