About this opportunity

The South Carolina Department of Transportation (SCDOT) is requesting bids for on-call fence repair services on SCDOT rights-of-way in Spartanburg County under IFB, with bids due September 15, 2026 at 2:30 PM and questions due August 20, 2026 at 12:00 PM.

The scope covers fence repair work on state transportation property, performed to the satisfaction of the Resident Maintenance Engineer or designee. All work must comply with SCDOT Standard Specifications and Drawings, including traffic-control standards for work-zone operations on roadways ranging from low-speed to 40–60 mph multilane roads. Contractors must begin work within 14 days of written notification and immediately report completion for inspection before payment is issued. Unit pricing is required for all line items, with award to the lowest responsible and responsive bidder subject to South Carolina Transportation Secretary approval.

The contract runs five years from an estimated October 12, 2026 start through October 11, 2031. Pricing must be fixed for the duration, including option terms. Renewal-term price adjustments are permitted only upon Procurement Officer approval with at least 90 days' notice and supporting documentation. All costs for labor, materials, equipment, traffic control, and mobilization are included in the bid price.

Contractor liability insurance is mandatory: Commercial General Liability with $1,000,000 per occurrence, Auto Liability with $1,000,000 per accident, and Worker's Compensation with Statutory Limits and Employer's Liability with $1,000,000 per accident. The Using Governmental Unit must be named as additional insured. Coverage must be maintained throughout the contract term.

Contractors must comply with OSHA regulations, Title 8 Chapter 14 of the South Carolina Code (immigration compliance), ethics statutes, and drug-free workplace requirements. Failure to meet work schedules or specifications results in non-compliance deductions assessed against invoices, with contractors able to dispute within two business days of notice. Damage to SCDOT property caused by the contractor is documented via standardized damage notification and is subject to financial liability. Award notification is anticipated September 30, 2026. No pre-bid conference or site visit is scheduled.
