About this opportunity
The Town of Mansfield, Connecticut Facilities Management Department is soliciting qualifications and proposals for on-call architectural services under an RFQ/RFP due August 13, 2026 at 2:00 p.m. through the Town's Bonfire e-procurement portal. The Town will award contracts to qualified firms to provide services on an as-needed basis and retains sole discretion over project assignment.
Individual firm and team submittals (two or more firms) are both acceptable. Scope includes repair, modification, and new construction design; civil, structural, and geotechnical engineering; construction drawings and specifications; cost estimation; contract administration and project inspection; and planning services such as building inspections, code compliance reviews, and feasibility studies. Selected consultants must be familiar with local, state, and federal building requirements and maintain staff capacity to manage multiple concurrent projects. Work must commence within ten days of project assignment notification.
Respondents must submit a fee proposal using an hourly rate schedule for all personnel categories — principal architects, engineers, assistant architects, draftsmen, technicians, and clerical workers — with reimbursable costs itemized separately. All pricing remains fixed for two years from contract signing. The Town reserves the right to negotiate rates on a project-by-project basis. The contract term is two years from signing, with two successive one-year renewal options at the Town's sole discretion. A proposal letter will be executed for each project, and a purchase order is required before work begins.
Proposals will be evaluated on completion of RFP requirements, current staff experience, professional references, ability to meet Town needs, and fees. Respondents must submit a letter of interest, detailed experience summary with three client references, staffing plan with resumes and organizational chart, project management plan, required affidavits and certifications, and proof of insurance. Performance and payment bonds equal to 100 percent of the contract price may be required upon award. The Town is an Equal Opportunity Employer and encourages Minority and Women's Business Enterprises to apply. The Town reserves the right to accept or reject any bids, waive informalities, or break the award by service type. Direct inquiries to Sheri Baczanski at 860-429-3331 or baczanskse@mansfieldct.org.
