The contract is structured as time-and-expense with fully burdened hourly rates for Project Manager, Technical Advisor, Senior Professional, and Junior Professional positions, plus Other Direct Costs. The total project budget is $450,000 over a three-year term from June 30, 2026 through June 29, 2029. Evaluation criteria are firm qualifications and experience (25 points), staffing and project organization (30 points), work plan quality and understanding of requirements (20 points), and cost and price reasonableness (25 points). OCTA reserves the right to award to one firm or apportion requirements among multiple firms. Questions were due April 6, 2026. A pre-proposal conference was held April 2, 2026. Interviews are scheduled for May 19, 2026 if needed. Proposals must not exceed 50 pages and remain firm for 120 days from submission.
