This is a Scope of Work Verification form submitted by the Orange County Transportation Authority (OCTA) for Olympic Modeling Support and Analysis Services. The project, identified as Requisition No. R00110, seeks a consultant to provide technical support for Olympics planning through travel modeling, microsimulation, traffic analysis, and technical/visual analysis for venues located in or adjacent to Orange County, specifically the Honda Center in Anaheim and Trestles Beach near the Orange County/San Diego County border. The form certifies that the attached scope of work and specifications were independently prepared to invite competition and do not include brand name references, unreasonable restrictions, or intent to favor any specific vendor or product. The document was signed by the Project Manager in the Planning Department on December 22, 2025.

The verification form confirms compliance with federal and state procurement standards by requiring clear and concise specifications that identify all characteristics, specific tasks, and functions to be performed. The document establishes that standard specifications and requirements shall be used wherever suitable to promote efficient operations and competitive pricing. No specific pricing terms, set-asides, incumbent information, or contract duration details are provided in this verification form, as it serves solely to certify that the scope of work meets procurement requirements established by the Federal Transit Administration and applicable state and local regulations.

FA-CAMM-071.docm (05/16/16) Page 1 of 1

The following general rules shall apply when preparing scopes of work and specifications:

a) Provide a clear and concise Scope of Work (SOW) and not impose unreasonable requirements.

b) Specifications and Scopes of Work shall identify all characteristics and specific tasks and functions of the items or services to be procured, and meet the Authority’s requirements.

c) Whenever possible, the expected quality of services to be provided or the performance characteristics of the item shall be specified.

d) The requestor shall identify all optional items, and the solicitation documents shall set forth the expected needs and the manner in which the related bid prices will be considered.

e) Brand name specifications must be accompanied by an explanation that clearly indicates that the specification is not intended to be restrictive.

f) The salient characteristics represented by the brand names shall be identified to allow for evaluation of possible “or equal” material.

g) Because standard specifications and requirements allow for more efficient operations and result in lower prices, they shall be used wherever suitable.

h) Industry, federal, state and local government specifications and requirements can be used.

Consultants are prohibited from writing the Scope of Work or assisting in the development or writing the Scope of Work in which they may bid.
