About this opportunity

The State of Nebraska Department of Health and Human Services is requesting proposals for a Nebraska Olmstead Plan Evaluation service contract under RFP 125999 O3, with proposals due July 27, 2026 at 2:00 p.m. Central Time and a contract start date of September 1, 2026.

Bidders must demonstrate expertise across eight competency areas: evaluating state Olmstead plans using quantitative and qualitative methods, assessing partnerships and stakeholder engagement, evaluating strategic plan objective quality and implementation, continuous quality improvement approaches, technical assistance provision, identifying systemic issues for inter-agency solutions, producing evaluation reports using existing and programmatic data, and designing surveys, assessment tools, and focus groups. Bidders must provide narrative descriptions of qualifications, examples of relevant previous work, and specific methodologies for collaborating with DHHS on Olmstead Plan revision efforts. The scope includes five fixed-price deliverables: Data Collection and Evaluation Plan, Olmstead Plan Evaluation Report, Communications Plan and Supporting Materials, Olmstead Plan revision recommendation draft language, and Summary of Technical Assistance and Final Recommendations for Plan Revisions.

The contract term is two years with no renewal options, though DHHS reserves the right to extend when mutually agreeable. DHHS reserves the right to contract with multiple vendors or, if the initial awardee cannot perform, to procure services for eighteen months from Intent to Award posting. All bidders must be authorized to transact business in Nebraska and comply with Secretary of State registration requirements.

Evaluation uses a 100-point scale: 25 points for corporate overview, 55 points for technical response, and 20 points for cost. Cost points are awarded proportionally to the lowest realistic bid submitted. Written questions are due July 10, 2026, with responses posted by July 17. Vendor demonstrations may be required at a date to be announced. Evaluation is scheduled July 28 through August 5, with Intent to Award expected in August. Responses must be submitted electronically via ShareFile and include a signed Contractual Agreement Form, corporate overview, completed technical response, cost sheet, and work plan.
