About this file
This is an Addendum One containing Questions and Answers for Solicitation 125999 O3 issued by the State of Nebraska Department of Health and Human Services for a Nebraska Olmstead Plan Evaluation service contract. The solicitation seeks proposals for comprehensive evaluation services including five fixed-price deliverables: a Data Collection and Evaluation Plan due within 90 days of contract start, an Olmstead Plan Evaluation Report due by May 1, 2028, a Communications Plan and Supporting Materials due by July 1, 2028, Olmstead Plan revision recommendation draft language, and a Summary of Technical Assistance and Final Recommendations due by the final day of the contract. The contract period runs for two years from September 1, 2026, to August 31, 2028, with no renewal options. The opening date for proposals is July 27, 2026, at 2:00 p.m. Central Time, and this addendum became effective on July 17, 2026.
The State has not specified a budget range or not-to-exceed amount for the two-year contract and no incumbent currently supports this work. Bidders must submit cost proposals using fixed-price deliverables with all travel expenses included in the quoted prices rather than reimbursed separately. The contractor will determine the number of interviews and focus groups necessary for completion, though DHHS estimates at least 10 interviews or focus groups will be required and potentially more depending on format. Meetings may be conducted virtually or in-person, with in-person engagements generally occurring in the Lincoln, Nebraska area. DHHS will provide data and records responsive to its assigned Olmstead Plan actions and will supply contact information for other state entities and stakeholders, but the contractor bears responsibility for collecting and evaluating relevant information from identified agencies. All communications materials must be ADA and 508 compliant, and the contractor may independently identify additional stakeholders beyond those currently represented while DHHS supports identification through partner agency contacts and the Olmstead Advisory Committee.
