About this opportunity
Gadsden County Board of County Commissioners is requesting bids from Florida-licensed general contractors for Phase 2 renovation of the historic Gadsden County Courthouse in Quincy, with bids due August 20, 2026 and a mandatory pre-bid conference on August 5. All work must comply with Historical Restoration Society approval and Bureau of Historic Preservation standards for window and door replacements.
The scope includes exterior painting and wood-rot repair, removal of non-historic paint from exterior steps and landings using gentle methods compliant with Standards of Integrity guidelines, sealing of steps and landings, restoration of eight cupola windows, cleaning and sealing of Terrazzo flooring, and repair or replacement of the metal roof and eight exterior doors. Gadsden County encourages MBE and WBE participation; the source identifies these as preference factors in evaluation but does not establish them as set-asides.
The contract is not to exceed $460,000 and is funded through a Special Category Grant from the Florida Division of Historical Resources (Grant No. 25.h.sc.100.009). The project timeline calls for contract execution by September 8, 2026, pre-construction meeting on September 10, Notice to Proceed on September 15, substantial completion by November 18, 2026 (90 consecutive calendar days), and final completion by December 18, 2026, with closeout through February 12, 2027. Liquidated damages are $750 per calendar day for failure to achieve substantial completion on schedule.
General Contractors must hold a current Florida license, possess a minimum of five continuous years of experience, and be registered with SAM.gov. Bidders must provide a 5% bid bond for bids exceeding $250,000 and a 100% performance and payment bond within 15 days of Board approval. Comprehensive insurance requirements include $1 million commercial general liability and workers' compensation, $1 million automobile liability, builder's risk equal to project value, $500,000 inland marine, $1 million umbrella/excess liability, $100,000 crime/fidelity bond, and $500,000 pollution liability.
Evaluation weights: experience and firm qualifications (25 points), project approach and timeline (35 points), cost proposal (20 points), references and past performance (10 points), community engagement and local preference (5 points), and MBE or Disabled Veteran preferences (5 points). Questions are due August 6, 2026 at 10:00 a.m. The County retains 5% of monthly payments with release upon substantial completion, less estimated punch-list costs.
