About this opportunity

The Maryland Department of Transportation Maryland Aviation Administration is soliciting sealed bids for oil/water separator cleaning and sludge removal services at Baltimore/Washington International Thurgood Marshall Airport and Martin State Airport, with bids due September 4, 2026, and a pre-bid meeting scheduled for February 19, 2026 via Microsoft Teams. This procurement is designated as a Small Business Reserve contract, limiting eligibility to certified small business vendors meeting Maryland size standards (not more than 100 employees and gross sales not exceeding an average of $10 million in the most recently completed three fiscal years). A 20% overall MBE participation goal with specific subgoals for African American-owned, Hispanic American-owned, Asian American-owned, and Women-owned MBE firms is established; a 12% MBE subcontract participation goal also applies.

The contractor shall provide all labor, supervision, materials, equipment, containers, and expertise to clean and inspect existing oil/water separators and additional treatment and containment structures including oil/water interceptors, Stormfilters, Stormceptors, and various machine and stormwater sumps. The Maryland Environmental Service will conduct inspections and recommend when cleaning is required; the MAA will issue work orders based on findings. Contractors must submit unit prices per gallon, ton, or drum on a provided Excel spreadsheet for cleaning all treatment structures once annually for four years; however, the MAA reserves the right to schedule cleanings as needed. The contractor must have five years of documented company experience in oil/water separator cleaning and disposal operations and obtain airport security identification badges and confined space entry certification for all personnel. Work is normally performed Monday through Friday, 6:00 a.m. to 2:00 p.m., excluding weekends and federal holidays.

The contract term is five years with maximum spending authority of $500,000. Bids exceeding $100,000 require a 5% bid bond; the selected contractor must provide a performance bond equal to 100% of the contract price. Required insurance includes Commercial General Liability of at least $2 million per occurrence and Commercial Automobile Liability of at least $2.5 million. Questions are due February 26, 2026 at 4:00 p.m. Bids are submitted via the eMaryland Marketplace Advantage electronic system with bid opening at 1:05 p.m. on March 19, 2026. Addendum No. 2 modifies terms; prospective bidders must review it in conjunction with all other contract documents.
