The contractor shall provide all labor, supervision, materials, equipment, and expertise to clean and inspect existing oil/water separators (OWS) and additional treatment and containment structures including oil/water interceptors, Stormfilters, Stormceptors, and various machine and stormwater sumps. The Maryland Environmental Service (MES) will conduct inspections and recommend when cleaning is required; the MAA will issue work orders based on MES findings. A pre-bid meeting is scheduled for February 19, 2026, at 10:00 a.m. via Microsoft Teams. Questions must be submitted in writing by February 26, 2026, at 4:00 p.m. Sealed bids are due March 19, 2026, at 1:00 p.m. via the eMaryland Marketplace Advantage (eMMA) electronic procurement system, with bid opening immediately following at 1:05 p.m. The contract term is five years with a maximum spending authority of $500,000. This procurement is designated as a Small Business Reserve (SBR) contract, limiting eligibility to certified small business vendors meeting Maryland's size standards for service operations (not more than 100 employees and gross sales not exceeding an average of $10,000,000 in the most recently completed three fiscal years). A 12% Minority Business Enterprise (MBE) subcontract participation goal has been established. Bids over $100,000 must be accompanied by a 5% bid bond, and the selected contractor must provide a performance bond equal to 100% of the contract price. The contractor shall submit unit prices per gallon, ton, or drum for cleaning all treatment structures once annually for four years on a provided Excel spreadsheet; however, the MAA reserves the right to schedule cleanings as needed and may clean some separators more than once yearly or others less frequently. The contractor must maintain Commercial General Liability insurance of at least $2,000,000 per occurrence, Commercial Automobile Liability insurance of at least $2,500,000 for restricted area access, and Workers' Compensation insurance at statutory limits. The contract requires the contractor to obtain airport security identification badges for all personnel, airport driving permits for those operating motorized vehicles, and confined space entry certification for employees entering separators. Work shall normally be performed Monday through Friday between 6:00 a.m. and 2:00 p.m., excluding weekends and federal holidays.
