About this file
This Addendum No. 1 document, issued by the Maryland Aviation Administration (MAA) Office of Procurement and Materials Management on March 17, 2026, modifies the original bidding documents for Contract No. MAA-MC-27-002 for oil/water separator cleaning and sludge removal services at Baltimore/Washington International Thurgood Marshall Airport and Martin State Airport. The scope of work includes cleaning 72 oil/water separator sites at BWI and 7 sites at Martin State Airport, with contractors responsible for providing all labor, equipment, testing, and disposal of sludge, as well as recharging the separators after cleaning. The original bid due date of March 19, 2026 at 1:00 p.m. local time has been revised to March 26, 2026 at 1:00 p.m. local time, with bid opening conducted through the eMaryland Marketplace Advantage (eMMA) electronic system. A pre-bid conference was held on February 19, 2026 via Microsoft Teams with 12 attendees representing MAA staff and bidding companies including Kalyani Environmental Solutions and Wind River Environmental, and the bidders' question submission deadline is February 26, 2026 at 4:00 p.m. The contract is designated as a Small Business Reserve procurement, and the term includes cleaning services for four years with a maximum spending authority of $500,000.
This is a state-funded contract subject to Maryland Department of Transportation regulations. The procurement establishes a 12% overall Minority Business Enterprise (MBE) subcontractor participation goal, with required forms including MDOT MBE Forms A, B, C, D, and the Good Faith Effort Checklist to be submitted with bids. Contractors must maintain books and records for three years from final payment, promptly pay subcontractors within 10 days of receiving progress or final payment, and comply with MBE participation requirements as set forth in COMAR 21.11.03.12. Joint checks are prohibited except for supplies and materials and require advance written approval from the MAA's MBE Compliance Officer. The addendum incorporates the pre-bid conference minutes and attendance sheet into the contract documents and requires all bidders to acknowledge receipt of the addendum via the attached acknowledgement form returned to jreese2@bwiairport.com. Bids exceeding $100,000 require a 5% bid bond, and the selected contractor must provide a performance bond equal to 100% of the contract price, along with Commercial General Liability insurance of at least $2 million per occurrence and Commercial Automobile Liability insurance of at least $2.5 million.

Good morning. I am Joe Reese with the Maryland Aviation Administration, Office of
Procurement and Materials Management. I would like to welcome you to today's pre-bid web conference meeting for contract, MAA-MC-27-002, Oil/Water Separator Cleaning & Sludge
Removal Services at Baltimore Washington International Thurgood Marshall & Martin State
Airports. I am the Procurement Officer for this project and your sole point of contact. With me today are members from MAA's Planning and Engineering Team, Airport Security, and OCRC, which is the Office of Civil Rights and Compliance. I will allow each presenter to introduce themselves.
Evans Browne 01:09
I suppose I can go first. I'm Evans Brown. I'm the Environmental Compliance Manager for
MAA.
Joe Reese 01:18
Thank you. Go ahead, Sheldon.
Sheldon Reynolds 01:22
I am Sheldon Reynolds. I am the Compliance Officer for the Office of Civil Rights and
Compliance and also my direct report, Margaret Owo is here. Zonia Parks is here as well.
Margaret Owo 01:37
Good morning, everyone. My name is Margaret Owo, Compliance Manager for OCRC. Thanks, Sheldon.
Joe Reese 01:50
Okay, so we'll go on ahead and go over a few housekeeping rules. Please remain on mute to minimize background noise. Click the raise hand button to ask questions or comment and when speaking, please identify yourself and your company. Today, we will discuss the procurement process, the project’s scope of work and airport security requirements. Should you have any questions during this pre-bid meeting, please announce your name and company before asking your question. We ask that you follow up with all questions in writing after this pre-bid meeting.
We encourage networking during these meetings. Therefore, I will introduce each company that submitted an RSVP to this pre-bid conference. When you hear your company's name, please introduce yourself. Advise if you plan to bid as a prime or a sub and your capabilities and if your company is a certified MBE. Kalyani Environmental Solutions.
Bob Ziegler 03:02
Yes, good morning. This is Bob Ziegler with KES and we're going to be bidding as a prime.
Joe Reese 03:11
Okay. Thank you. If I did not introduce your company, please introduce yourself at this time.
Lester Reeder 03:24
Hi, I'm Lester Reeder. I'm with Wind River Environmental. We're based out of Crofton, Maryland. Also have Eric on here. Eric Lee, he heads up our team. We are prime and we're not
MBE, but we definitely have people we can work with on that, depending on what percentage. I think it said 12 or 20%. I'll need that question answered to make sure we get the proper percentage. But we look forward to working at BWI. We already do work there and looking forward to it. Thank you.
Joe Reese 04:02
Yeah, we will be going over that shortly. Thank you. Is there anyone else? Okay. Thank you all.
Now I will briefly go over the procurement process and bid documents. The IFB consists of two volumes. Both volumes may be downloaded via eMaryland Marketplace Advantage (eMMA).
The bid number on eMMA is BPM-055229. The website for eMMA is https://emma.maryland.gov. The bids are due March 19, 2026, no later than 1pm. Positively, no bids will be accepted after 1pm on March 19. To submit a bid, bidders must first register on eMaryland Marketplace Advantage and registration is free. The award of this contract shall be made to the responsible bidder that submits the lowest responsive bid that meets the specifications and minimum qualifications set forth in the IFB. To receive a contract award, the vendor must be registered on eMMA. Any questions posed from bidders after this meeting shall be submitted in writing, preferably by email to my attention at jreese2@bwiairport.com. The cut off for receipt of all bidder’s questions is February 26, 2026, 4pm local time. Moving forward, members of the Planning and Engineering Team are here to provide an overview of the project scope. Speaker, please introduce yourself as you present. Believe we have Evans here for this portion.
Evans Browne 06:10
Good morning. So, as I mentioned there will be more details in the document, but to sum it up, this contract is to come on site, clean out oil water separators, storm scepters, a few other similar structures or piece of equipment. As contractor you need to bring the labor and equipment. We have 72 sites at BWI and seven at Martin State Airport. Testing and disposal of sludge is on the contractor. We generally will have one of our staff, or someone from MES, who does the inspections on the AWS, help you locate each OWS. But I believe this contract doesn’t require badging so you will not need to be escorted the entire time. Other than that, cleaning up, power washing the OWSs and taking out the sludge and then recharging them, fairly straightforward. If you have any questions, I believe I can answer that at the end.
Joe Reese 07:49
Okay, thank you, Evans, we will move forward with Sheldon Reynolds, the Compliance Officer of the MAA Office of Civil Rights and Compliance, and he will discuss the MBE requirements for this project. Hold on just a second. Sheldon, go ahead.
Brandon Tyson 08:15
Hi, good morning. I was just wanting clarity on when he said recharging. Can we kind of elaborate on what that is?
Evans Browne 08:27 https://emma.maryland.gov/ mailto:jreese2@bwiairport.com
Refilling the OWS after cleaning.
Brandon Tyson 08:33
Gotcha. Got it. Thank you.
Joe Reese 08:35
Yeah, and please submit that question in writing if you need the full clarification on that. Do we have any other questions here for Evans about the scope before we move forward? Okay, go ahead. Sheldon, thank you.
Sheldon Reynolds 08:56
Thank you, Mr. Reese, so I will read from the participation goal information here. So, an overall
Socioeconomic Program Subcontractor Participation goal of 12% MBE for MAA-MC-27-002, the total contract dollar amount was established for the solicitation. This is a state funded contract, and bidders are subject to MBE requirements set forth in COMAR 21.11.03.12. Credit is counted toward the MBE goal for the portion of the total dollar value of the contract performed by MBE prime equal to the distinct, clearly defined portion of the work of the contract that the MBE performs with its own forces, and only for such services/supplies, NAICS codes that are approved for MBE participation credit for the MBE prime. MAA will also count the total dollar value of any subcontract performed by a MBE subcontractor equal to the distinct, clearly defined portion of the work of the subcontract that the MBEs perform with its own forces toward the MBE goal, and only for such services/supplies, NAICS that are approved for MBE participation credit for the MBE subcontractor. Services performed by a non-MBE will not be counted toward the MBE goal. If the prime orders equipment, materials and supplies they are not installing from non-MBE, the value of those supplies and/or equipment will not be counted toward the MBE goal. However, if the MBE prime procures equipment, materials and/or supplies from a MBE supplier or manufacturer, the crediting rules set forth in COMAR
21.11.03.12 are applicable. All MBEs must perform a commercially useful function as set forth in COMAR 21.11.03.12-1. If a MBE prime wishes to count itself, it must be identified on the
MBE participation schedule and include the certification category under which it will self-perform the work and indicate the percentage of the contract value to be attributed to that work.
An MBE prime is required to adhere to the good faith effort requirements of the contract.
There are five key MBE forms. Those forms are:
A. MDOT MBE, Form A, Certified MBE Utilization and Fair Solicitation Affidavit
B. MDOT MBE, Form B, MBE Participation Schedule Form
C. MDOT MBE, Form C, Outreach Effort Compliance Statement
D. MDOT MBE, Form D, MBE Subcontractor, Protector, Participation Affidavit
E. The Good Faith Effort Checklist
To find the certified MBE owned companies please go to http://mbe.mdot.state.md.us/directory/.
MDOT MAA Reporting COMAR 21.11.03.13. The contractor and MBE subcontractors must be registered in the identified reporting portal for compliance monitoring and tracking. The prime contractor will be responsible for making sure their MBE subcontractors enter their invoices into the assigned reporting portal monthly and they will need to acknowledge payment of those invoices when the prime contractor enters them as paid in the PRISM system. Any questions, email the PRISM Help Desk at maabwivendorportalhelp@bwiairport.com
Records Retention. COMAR 21.06.05.03, the contractor or subcontractor shall maintain books and records that relate to the cost of pricing data for three years from the date of the final payment under the contract, unless a longer period is otherwise specified in the contract.
Prompt Payment to Subcontractors: COMAR 21.07.02.05 2b through c, the contractor shall promptly pay a subcontractor any undisputed amount to which a subcontractor is entitled under a state procurement contract for construction. This payment shall be made within 10 days of receiving a progress payment or final payment from the state. Undisputed amount includes the retainage on a contract.
Modifications: EWAs, AWIs, COMAR 21.11.03.12. Amendment for Unforeseen Circumstances:
Any proposed changes to the approved MBE plan must be submitted in writing to the Director of the Office of Civil Right and Compliance for approval prior to commencement of work.
Substitution or modification of the approved MBE plan can only be approved by the Maryland
Aviation Administration Executive Director/CEO.
Policy Directive: Upon request from the procuring agency or MBE Compliance Office, the bidder/contractor will submit copies of canceled checks, if those documents are needed to resolve payment disputes.
Use of joint checks: The MDOT’s Office of MBE Program Manual states that MDOT follows
US DOT guidance on use of joint checks under the MBE program, US DOT 26.55(c)(1), 26.71b dated August 30, 2006. Joint checks are prohibited except for the purchase of supplies and materials. The MDOT manual further states joint checks should only be used when:
1. the other party acts solely as a guarantor
2. the funds do not come from the other party
3. it is commonly recognized way of doing business
4. must be approved in advance by the Administration's MBE Compliance Officer http://mbe.mdot.state.md.us/directory/ mailto:maabwivendorportalhelp@bwiairport.com
To use joint checks, MAA requires the prime to submit a request in writing in advance, providing justification, explaining 1) Why they need to use joint checks and 2) The process they will use to issue them. Further MAA suggests that a prime that wants to use joint checks should submit their request letter with their bid package. Before approving the use of joint checks MAA must ensure that the MBE is performing a commercially useful function, meaning the MBE supplier must take the lead in coordinating, procuring, and delivering the supplies. Thank you, Mr. Reese. I'm finished.
Joe Reese 17:06
Alright, thank you Sheldon. As a reminder, following this meeting, please submit your questions in writing to jreese2@bwiairport.com to receive the official response, which will be included in an upcoming addendum. There is a 12% MBE subcontractor participation goal, and the MAA encourages all bidders to seek opportunities for participation by minority businesses. Okay, so any questions posed and responded to at this meeting will be included in the minutes of the meeting. Any questions posed from bidders after this meeting, should be submitted in writing by email to my attention at jreese2@bwiairport.com. The cut off for receipt of all bidder’s questions is February 26, 2026, 4pm. The minutes of this meeting, attendance and all responses to questions will become a part of the addendum for this procurement. The Addendum will be posted on eMMA. So, before I take questions, if you joined late or did not have an opportunity to introduce yourself or your company, please do so at this time. I think we have everyone. Is there anyone here from the Security Office? No, okay, we can move forward with that slide. Okay, so at this time, we'll go ahead and take questions. Please announce your name and your firm before asking your question and remember that you will have to send your question to me in writing.
Questions for Evans or for Sheldon or myself?
Bob Ziegler 19:24
Bob Ziegler from KES. This is a small business reserve procurement. Is that correct?
Joe Reese 19:33
That is correct? Yes. There is an affidavit there in the package to submit with your bid.
Bob Ziegler 19:43
Very well. Thank you.
Joe Reese 19:54
Okay, do we have any other questions on this one? Okay, no further questions.
Lester Reeder 20:07
Yeah.
Joe Reese 20:08
I'm sorry. Go ahead.
Lester Reeder 20:11
Will the MBE clarified at 12%? For some reason there was confusion in there, it said 20% also, but my other question would be, hold on. I just lost it here. Give me a second. Okay, so what specific documents must be submitted with the bid? What is the rendering of a non-responsive you know? So what documents are ones that would get us kicked out, I guess if we didn't submit? I mean, is there a clear list of everything, like a checklist of things we need to submit to make sure that we have everything?
Joe Reese 20:58
Okay. So, first of all you said there's 20% is in there. Do you know where that is in there?
Lester Reeder 21:05
I'll have to pull it up, and I can surely shoot you an email on that.
Joe Reese 21:10
Yeah, that'd be great to make sure that that's corrected.
Lester Reeder 21:13
It was in Volume Two, the template in Volume Two, but I'll go back and find it exactly for you.
Joe Reese 21:18
Okay, perfect. Thank you. And Sheldon, would you like to answer that?
Lester Reeder 21:26
Yeah, just like to know what would get us rejected. You know, I want to make sure I get everything covered. I mean, I'm fairly new with submitting with the state of Maryland. I got other teammates I can reach out to. I just want to clarify for myself, Sheldon Reynolds 21:39
That is something you wanted me to respond to Mr. Reese?
Joe Reese 21:42
Yeah, I'm asking to defer to you first before I answer.
Sheldon Reynolds 21:52
There is nothing on our end. We are at the Office of Civil Rights and Compliance, so we just ensure that the 12% participation is met.
Lester Reeder 22:07
And A and B at that point in time when we're submitting, that's the two forms, the A and the B?
Joe Reese 22:16
Yes, that is correct. We will need form a filled out completely. We'll also need form B filled out completely. And then once we get further, then we would also form C and form D. And then, of course, if you're asking for a waiver, then we're going to get into form E.
Lester Reeder 22:44
Okay.
Joe Reese 22:45
We put all of them in so you can see what they are, and you know if there's further things that you need to do, you can go into those forms as well to make sure that you're covered and that you have the percentages that you're going to need.
Lester Reeder 23:04
Okay, thank you.
Joe Reese 23:11
Okay, do we have any additional questions? Okay, so if we don't have any additional questions, this will conclude today's pre-bid conference and thank you for your interest and good luck with your bid. Thank you.
