About this opportunity
The City of Philadelphia is requesting quotes for OFM WIZARD Performo Software-Upgrade Annual Hosting as a sole-source micro purchase, with quotes due June 8, 2026. This is a sole-source procurement; only Wizard Software (a division of VLogic Systems Incorporated) is deemed capable of providing the required services due to proprietary ownership and exclusive development rights to the Wizard Suite of products, which includes Performo asset performance and maintenance software.
Sellers must quote all items to be eligible for award. The City will award the contract as a whole or by line item, whichever serves the City's best interest, to the lowest responsible bidder. The contract term is 365 days from the effective date specified in PHLContracts. Quoted prices must be net of taxes, exclusive of federal excise, transportation, and Pennsylvania sales and use taxes, and delivered FOB Destination Point. Sellers must not deliver services until officially notified by the department. Quotes remain valid for 60 days from submission and cannot be modified after bid opening.
All sellers must submit a signed Consent and Authorization Agreement, answer all mandatory questions (including a Local Business Entity certification question, despite the LBE Program not applying to micro purchases), accept the micro purchase terms and conditions, and provide a Unit Cost for each listed item. Sellers must also provide proof of required insurance: workers' compensation at statutory limits, general liability at $500,000 per occurrence, and automobile liability at $300,000 per occurrence. Sellers must comply with Philadelphia's tax requirements, ethics laws, and nondiscrimination provisions. Submission of an optional LGBTQ Applicant Opportunity Data Form is available for vendors to self-identify as LGBTQ-owned or LGBTBE-certified businesses.
A reference quote from VLogic Systems for similar services (Public Health Department PMO software upgrade) totaled $64,770.
