About this opportunity
The State of Utah Division of Purchasing, conducting procurement on behalf of the Office of the Utah Attorney General, is requesting statements of qualifications for an Officer Wellness Program under Utah Procurement Code 63G-6a Part 15, with qualifications due October 13, 2026.
The core mandatory qualification filter is licensure as a Licensed Clinical Mental Health Counselor (LCMHC), Licensed Clinical Social Worker (LCSW), or equivalent credential, with active licensure in Utah and documented experience working in child sex abuse and trauma cases. The vendor must be an outside resource rather than a state employee to ensure confidentiality and facilitate open communication. No pricing is to be included in qualifications submissions; the highest-ranked vendor will be selected to negotiate fair and reasonable compensation, with the state retaining the right to proceed with the next highest-ranked vendor if negotiations with the top-ranked vendor fail.
The program targets members of the Internet Crimes Against Children (ICAC) Task Force (over 230 officers and 101 affiliate agencies across Utah) and approximately 50 additional Utah Attorney General's Office employees including prosecutors, victim advocates, paralegals, criminal analysts, law clerks, and investigators. Services include psychological assessments, individual counseling, stress management training, peer support resources, and family education addressing vicarious trauma, compassion fatigue, and occupational wellness across mental health, physical, nutritional, family, financial, and spiritual domains. The contractor must develop curricula and materials subject to agency approval and comply with Utah Code Title 53, Chapter 21.
The contract term is five years. Qualification responses are limited to 20 pages and must address the nature and scope of the problem, program goals and objectives, implementation strategies, target population identification, a logic model, evidence-based practices documentation, organizational capacity, and past performance implementing community-based prevention programs. Each mental health provider must submit a resume, specialty training outline, professional affiliations, credentials and insurance information, confidentiality procedures, professional and client references, and a signed statement consenting to background checks verifying criminal history, law enforcement involvement, professional misconduct, and publications.
Evaluation criteria are weighted as follows: Statement of the Problem (10%), Impact/Outcomes and Evaluation (14.3%), Goals/Objectives (14.3%), Project/Program Design and Implementation (21.4%), Capabilities/Competencies and Key Staff (21.4%), and Experience Working with Law Enforcement and Trauma/Child Abuse/Sex Abuse (21.4%), across 700 possible points. Submissions must be made through the U3P online portal by the October 13 deadline.
