About this file
This technical criteria document establishes the mandatory minimum requirements and qualification standards for vendors responding to the Office of the Utah Attorney General's request for an Officer Wellness Program contract. The program seeks a licensed mental health provider—holding credentials as a Licensed Clinical Mental Health Counselor (LCMHC), Licensed Clinical Social Worker (LCSW), or equivalent—who is licensed in Utah and has direct experience working with child sex abuse and trauma cases. The mental health provider must be an outside resource rather than a state employee to ensure confidentiality and facilitate open communication. Responses are limited to 20 pages and must address the nature and scope of the problem in the jurisdiction, previous attempts to address high-need populations, program goals and objectives, implementation strategies, target population identification, and a logic model demonstrating the relationship between performance measures, identified problems, and program activities. The contract term is five years, and vendors must demonstrate their use of evidence-based practices supported by published research or unpublished local evaluation data.
Offerors must provide detailed documentation of organizational capacity and past performance implementing community-based prevention programs, specifically highlighting expertise in creating and implementing officer wellness programs. Required submissions for each mental health provider include a resume, specialty training outline, professional affiliations, professional credentials and insurance information, confidentiality procedures, professional and client references from similar agencies, and a signed statement consenting to background checks that verify criminal history, law enforcement involvement, professional misconduct, and publications or expert testimony. The solicitation specifies that no pricing information should be included in qualifications submissions, as the highest-ranked vendor will be selected to negotiate fair and reasonable compensation. If negotiations with the top-ranked vendor are unsuccessful, the state reserves the right to proceed with negotiations with the next highest-ranked vendor.

1. Licensed Clinical Mental Health Counselor (LCMHC), Licensed Clinical Social Worker (LCSW), or equivalent
2. Licensed in the State of Utah
3. Experience working in child sex abuse and trauma
4. Mental Health Provider should be an outside resource, not a State of Utah employee. This ensures confidentiality and helps remove barriers to open communication.
QUALIFICATION REQUIREMENTS
All offerors must submit a detailed response to each technical criterion.
Statement of the Problem Offerors must describe the nature and scope of the problem in the jurisdiction that this project will address. Offerors must describe previous or current attempts to address these high need populations.
Impact/Outcomes and Evaluation Offerors must describe the goals of the proposed project and identify its objectives.
Goals/Objectives Offerors must provide a broad statement, written in general terms, that conveys the program’s intent to change, reduce, or eliminate the problem described. This section of the program narrative must outline the specific goals of the project.
Offerors must explain how the program will accomplish its goals. Objectives are specific, quantifiable statements of the desired results of the program, and the offeror must clearly connect them to the problems identified in the preceding section.
Project/Program Design and Implementation Offerors must describe the specific strategies that they will use to implement the proposed program. This section of the program narrative must describe what offerors propose to do and how they intend to do it. Offerors must identify the program’s target population and explain how the strategy will achieve the goals and objectives identified in the previous section. Offerors must include a logic model that graphically illustrates how the chosen performance measures are related to the specific problems, goals, and program activities. This section must be detailed and describe how the project will operate throughout the duration of the funding period. The Utah Attorney General’s Office expects offerors to select evidence-based practices for their programs. Offerors must describe any research or evaluation studies that support the entire project design or any of its components. The offeror must note previous research related to the selected problem area to indicate the offeror’s understanding of the causes of—and potential solutions to—the problems to be addressed. While the Utah Attorney General’s Office expects offerors to review the research literature for any relevant studies, they must also explore whether any unpublished local sources of research or evaluation data are available.
The specific projects described must demonstrate to the Utah Attorney General’s Office and specifically the Internet Crimes Against Children (ICAC) Task Force what the offeror is capable of and provide ideas for potential strategies, but offerors should anticipate that their proposed plans may be modified to meet Office goals and objectives over the project period.
Offerors should propose implementing a means to test changes in participant behaviors after taking part in the program. Offerors must describe how relationships and partnerships will be established or maintained to enhance the success of the proposed programming.
Curricula and other materials proposed for use must be included with the submission, along with evidence of effectiveness.
Capabilities/Competencies -Key Staff Offerors must describe the roles and responsibilities of project staff and explain the program’s organizational structure and operations. Offerors must demonstrate their capacity and past performance implementing community-based prevention programs. Offerors must describe their expertise in creating and implementing an Officer Wellness Program.
This section of the program narrative must describe how the offerors staff will manage and locally staff the project. The offeror must clearly connect management and staffing patterns to the project design described in the previous section. This section must describe the experience and capability of the offeror’s organization and any subcontractors that the offeror will use to effectively implement and manage this effort and its associated federal funding. The offeror must highlight any prior experience implementing projects of similar design or magnitude in this section.
