About this opportunity
The City of Phoenix is soliciting sealed bids for odor control services under Invitation for Bid (IFB-26-0067), a five-year contract commencing July 1, 2026, to serve multiple City departments and facilities across Maricopa County. The procurement encompasses furnishing, installing, and maintaining battery-operated wall-mounted odor control dispensers in various sizes that neutralize 5,000 to 9,000 cubic feet of interior space for 30-day periods, along with scent refills and optional metered mist systems. Estimated annual quantities include 2,750 odor control devices with liquid and solid wafers, 80 optional metered mist units for Aviation, 1,200 units for the Phoenix Convention Center, 30 Phantom HVAC units, 750 optional metered mist units for all departments, and 750 scent refills for larger diffuser dispensers, with services spanning 82 sites across the Police Department, Water Department, Fire Department, Human Services, Library Department, and miscellaneous City facilities, servicing approximately 456 total units monthly. Required qualifications include a minimum of five years of business operation, compliance with environmentally preferred purchasing standards including volatile organic compound (VOC) restrictions and non-aerosol formulations, current federal, state, and local licenses and permits, background screening clearance appropriate to work assignment risk levels, and badging compliance for airport facilities. All pricing must be firm and fixed for the initial contract year, with annual price increase requests permitted upon written submission with 60 days' notice and supporting documentation. The pre-offer conference is scheduled for March 17, 2026, at 2:00 p.m. via WebEx; written inquiries are due by March 19, 2026, at 2:00 p.m., with responses provided by March 25, 2026; and sealed bids are due April 3, 2026, at 2:00 p.m., with award anticipated by City Council following evaluation.
The City has established Disadvantaged Business Enterprise (DBE) and Small Business Participation Plan requirements under 49 CFR Part 26, mandating contractors to demonstrate good faith efforts in promoting DBE and small business participation through proactive outreach, solicitation, and active engagement with certified suppliers identified through the Arizona UTRACS database, with monthly tracking and reporting required through the City's Certification and Compliance System at phoenix.diversitycompliance.com. Contractors must submit an Initial Small Business Participation Plan within 30 calendar days of contract award, with annual plans due on the anniversary date of contract execution, and must designate a contract liaison responsible for all compliance submissions and documentation. The City reserves the right to award contracts by individual line item, by group, or all or none, and may award multiple contracts to qualified vendors. Insurance requirements include general liability with a $2,000,000 general aggregate, automobile liability with $1,000,000 combined single limit, and workers' compensation at statutory limits. Delivery must occur between 8:00 a.m. and 2:00 p.m., Monday through Friday, excluding City holidays, with all costs for fuel surcharges, delivery, and freight incorporated into quoted prices and payment terms defaulting to net 45 days unless a prompt payment discount is offered. All contractors must register in the City's procurePHX Self-Registration System prior to contract execution and comply with comprehensive federal nondiscrimination statutes, Aviation Department supplemental terms and conditions, E-Verify employment eligibility verification, and heat safety mitigation requirements for outdoor workers.
