About this opportunity
The Oregon Department of Transportation (ODOT) is requesting competitive quotes for home and dormitory painting, pressure washing, caulking, and incidental work at the Odell Lake Maintenance Station under RFCQ S-73000-00017098, with quotes due June 25, 2026. Attendance at a mandatory pre-quote conference on June 16, 2026, at 10:00 a.m. at the project site is required; failure to attend results in quote rejection.
Offerors must hold an active Oregon Construction Contractors Board (CCB) license and current Oregon Health Authority Lead-Based Paint Program (LBPP) certification prior to bidding. These credentials are decision-filters; their absence disqualifies an offer. The work is located at the Odell Lake Maintenance Station (MP 64.3, Highway 58) in Klamath County.
The contract is structured as a lump-sum agreement with a substantial completion date of August 6, 2026, and a final completion date of September 10, 2026. Contract expiration is September 30, 2026, or upon completion of all contractor obligations and full payment, whichever occurs sooner. No work or compensation is authorized until ODOT issues a written Notice to Proceed. The contract is subject to Oregon prevailing wage rates and apprenticeship rates for Klamath County (BOLI Region 11), effective January 5, 2026, as amended April 5, 2026.
Offerors must obtain commercial general liability insurance with limits of $1,000,000 per occurrence and $2,000,000 annual aggregate, and commercial automobile liability insurance with $1,000,000 combined single limit per occurrence. Workers' compensation insurance with employer's liability coverage of at least $500,000 per accident is required. Liquidated damages are assessed at $300 per calendar day for each day the project exceeds the substantial completion date. Payment will be made within 30 calendar days of invoice receipt following acceptance of work, with ODOT retaining 5 percent from each invoice. Award will be made to the responsible offeror submitting the responsive quote that best serves ODOT's interests, considering price and other factors such as experience and expertise. Clarification requests must be submitted no later than seven calendar days prior to the closing date. Quotes must be submitted electronically through the OregonBuys eProcurement system.
