About this file

This is a Pre-bid Sign-in Sheet for the Oregon Department of Transportation (ODOT) related to the Odell Lake Painting contract opportunity (RFCQ S-73000-00017098). The project involves painting, pressure washing, caulking, and incidental work at the Odell Lake Maintenance Station located at MP 64.3 on Highway 58 in Klamath County, Oregon. A mandatory pre-quote conference is scheduled for June 16, 2026, at 10:00 a.m. at the project site, with attendance required or quotes will be rejected. Competitive quotes are due by June 25, 2026. The contract is structured as a lump-sum agreement with a substantial completion date of August 6, 2026, and a final completion date of September 10, 2026, with contract expiration on September 30, 2026, or upon completion of all contractor obligations and full payment. All work and compensation are contingent upon receipt of a written Notice to Proceed from ODOT.

Offerors must hold an active Oregon Construction Contractors Board (CCB) license and current Oregon Health Authority Lead-Based Paint Program (LBPP) certification prior to submitting quotes, serving as decision-filter requirements that disqualify non-compliant offers. The work is subject to Oregon prevailing wage rates and apprenticeship rates for Klamath County (BOLI Region 11), effective January 5, 2026, as amended April 5, 2026. Required insurance includes commercial general liability coverage of $1,000,000 per occurrence and $2,000,000 annual aggregate, commercial automobile liability insurance of $1,000,000 combined single limit per occurrence, and workers' compensation insurance with employer's liability coverage of at least $500,000 per accident. Liquidated damages are set at $300 per calendar day for delays beyond the substantial completion date. Payment will be made within 30 calendar days of invoice receipt following work acceptance, with ODOT retaining 5 percent from each invoice. Award will be made to the responsible offeror submitting the responsive quote that best serves ODOT's interests based on price and other factors including experience and expertise. Clarification requests must be submitted no later than seven calendar days prior to the closing date, and quotes must be submitted electronically through the OregonBuys eProcurement system.
