About this file

This Addendum One document modifies the Request for Competitive Quotes (RFCQ) issued by the Oregon Department of Transportation (ODOT) for the Odell Lake Painting Project (RFCQ No. S-73000-00017098). The project involves home and dormitory painting, pressure washing, caulking, and incidental work at the Odell Lake Maintenance Station located at Mile Post 64.3 on Highway 58 in Klamath County. Quotes are due June 25, 2026, with a mandatory pre-quote conference required on June 16, 2026, at 10:00 a.m. at the project site; failure to attend results in quote rejection. The contract is structured as a lump-sum agreement with substantial completion required by August 6, 2026, and final completion by September 10, 2026, with contract expiration on September 30, 2026, or upon completion of all contractor obligations and full payment. Bidders must hold an active Oregon Construction Contractors Board license and current Oregon Health Authority Lead-Based Paint Program certification prior to submitting quotes, with these credentials serving as decision-filters for qualification.

Addendum One introduces three critical modifications to the original RFCQ requirements: contractors are prohibited from pressure washing or rinsing any structures, must provide a portable restroom for employees, and are forbidden from cleaning equipment or painting supplies at the project site. Bidders are required to submit a revised "Exhibit 3 - Specifications" document available in OregonBuys. All quotes must be submitted electronically through the OregonBuys eProcurement system. Contractors must carry commercial general liability insurance ($1,000,000 per occurrence and $2,000,000 aggregate), commercial automobile liability insurance ($1,000,000 combined single limit), and workers' compensation insurance with employer's liability coverage of at least $500,000 per accident. The project is subject to Oregon prevailing wage rates and apprenticeship rates for Klamath County (BOLI Region 11). Liquidated damages are assessed at $300 per calendar day for delays beyond the substantial completion date, with payment made within 30 calendar days of invoice receipt following work acceptance, subject to ODOT's 5 percent retention from each invoice. Award will be made to the responsible offeror submitting the responsive quote that best serves ODOT's interests, considering price and other factors such as experience and expertise.
