About this file

This is a revised specifications exhibit for an Oregon Department of Transportation (ODOT) painting project at the Odell Lake Maintenance Station located at Highway 58, Mile Post 64.3 in Klamath County. The project involves exterior painting, caulking, siding repair, and hand scraping of historical homes and a dormitory at the maintenance station, with work requiring approval from the U.S. Forest Service (USFS) and State Historic Preservation Office (SHPO). Prospective contractors must be lead-certified with current licensure for lead abatement and must conduct a mandatory pre-quote conference on June 16, 2026, at 10:00 a.m. at the project site; failure to attend results in automatic disqualification. Quotes are due June 25, 2026, through the OregonBuys eProcurement system. The contract is structured as a lump-sum agreement with substantial completion required by August 6, 2026, and final completion by September 10, 2026, with contract expiration on September 30, 2026, or upon completion of all contractor obligations and full payment, whichever occurs sooner. Work must be performed on weekdays between 7:00 a.m. and 5:00 p.m., excluding weekends and state holidays unless otherwise approved.

The project requires contractors to hold an active Oregon Construction Contractors Board (CCB) license and current Oregon Health Authority Lead-Based Paint Program (LBPP) certification prior to bidding; these are decision-filters that automatically disqualify non-compliant offers. Contractors must obtain commercial general liability insurance with limits of $1,000,000 per occurrence and $2,000,000 annual aggregate, commercial automobile liability insurance with $1,000,000 combined single limit, and workers' compensation insurance with $500,000 per accident employer's liability coverage. The work is subject to Oregon prevailing wage rates and apprenticeship rates for Klamath County (BOLI Region 11), effective January 5, 2026, as amended April 5, 2026. Liquidated damages are assessed at $300 per calendar day for each day exceeding the substantial completion date. Payment will be made within 30 calendar days of invoice receipt following work acceptance, with ODOT retaining 5 percent from each invoice. Award will be made to the responsible offeror submitting the responsive quote that best serves ODOT's interests, considering price, experience, and expertise. The contractor must provide a one-year installation warranty on all workmanship and applicable equipment warranties, maintain as-built drawings, submit all operations and maintenance information, and instruct ODOT personnel on operation and maintenance of all systems and equipment.
