About this opportunity

The Missouri Department of Natural Resources, Water Resources Center, is soliciting bids to perform pumping tests on 6 of the state's 150 groundwater observation wells, with proposals due June 24, 2026 at 2:00 p.m. Central Time through MissouriBUYS.

Bidders must hold an active, non-restricted water well permit under 10 CSR 23.1050(2), demonstrate at least two years of well pumping and aquifer testing experience, and have no outstanding violations on water well driller and pump installer permits. Contractors must register in MissouriBUYS with "Approved" status, comply with Missouri tax and business registration requirements, enroll in E-Verify if applicable, and pass federal debarment verification.

The scope requires shallow well aquifer testing using United States Geological Survey techniques at six wells located in Forest City, St. Joseph, Weston, Independence, Atherton, and Carrollton, Missouri. Wells, constructed between 1953 and 1995, have not been actively pumped since initial construction. Testing must include measurement of static and dynamic water levels, analysis of well performance and specific capacity, and submission of comprehensive written reports within thirty days of completion. Pumping tests must run for a minimum of 24 hours or no less than 8 hours if drawdown stabilizes for at least two hours, with measurements recorded at specified intervals and a constant pumping rate held within 5 percent variance.

The contract is a one-year firm fixed-price agreement. Pricing covers two line items: shallow well aquifer testing per well and aquifer testing reports per well, with all associated materials, labor, equipment, travel, and insurance included. Evaluation assigns 70 points to cost and additional points to technical criteria including proposed methodology, team qualifications, and past performance. Services are delivered FOB destination to the Water Resources Center in Rolla, Missouri. The procurement officer is Gus Barnes, (573) 751-0875, gus.barnes@dnr.mo.gov.

Opportunity text

The Missouri Department of Natural Resources, Water Resources Center, is soliciting proposals to perform well pumping activities on 6 of the state's 150 groundwater observation wells. This will consist of pumping tests to determine each well's efficiency. Once the well's performance has been tested, results will be analyzed to determine if more intrusive rehabilitation is required. Well and aquifer characteristics will be recorded and compared with future test results.
