About this opportunity
Wasatch Front Regional Council (WFRC) and Mountainland Association of Governments (MAG) are requesting statements of qualification to establish a prequalified consultant pool for planning and model development services covering 2026–2028, with SOQs due November 19, 2026 by 12:00 p.m. This is a Qualifications-Based Selection process under the Brooks Act — cost is not evaluated; award is based solely on demonstrated qualifications and experience.
The scope spans nine planning categories (General Plans, Active Transportation Plans, Small/Station Area Plans, Parks/Recreation/Open Space Plans, Transportation Corridor and Master Plans, Parking Studies, Market Analysis, Economic Development Plans, and Zoning and Design Ordinance Writing) and two model development categories (Travel Demand Model and Real Estate Market Model). The pool will support three programs: Transportation and Land Use Connection Program (WFRC), Station Area Planning Technical Assistance (WFRC and MAG), and Technical Planning Assistance Program (MAG), serving municipalities, counties, townships, and multijurisdictional groups within the WFRC and MAG jurisdictions.
Consultants must achieve a minimum composite score of 70 points out of 100 across three criteria: Skills (50 points), Relevant Projects (40 points), and Project Management Experience (10 points), with no fewer than 70 percent of the maximum points in each category. SOQ format requires a cover page, nine pages on overall firm qualifications and average rate schedules, and up to three additional pages per category applied for (maximum 27 pages total). Subconsultants need not be pool members. The pool remains active through the end of 2028; consultants must submit Requalification Certification Forms every 18 months to maintain standing. Consultants not retained by end of 2028 must renew standing in November 2028 for inclusion in future pools.
Questions are due November 5, 2026 by 12:00 p.m. to Andrea Pearson at consultant.pool@wfrc.utah.gov. SOQ review team meetings are scheduled for December 2026, with pool status notifications anticipated in January 2027.
