About this opportunity
The Virginia Department of Transportation Northern Virginia (NOVA) District is soliciting bids for snow and ice removal services under the M7B program for the 2026-2027 season, with proposals due September 30, 2026 at 11:59 p.m., and all prospective contractors must be registered in the Virginia eProcurement Portal (eVA) prior to bidding.
Contractors must be actively registered in eVA with commodity code 96872 (snow removal) and a valid W-9 on file. Contractor registration on the Plow4VA portal must match exactly with the eVA business name and address. Small business certification through the Department of Small Business and Supplier Diversity is encouraged.
The scope includes snow and ice removal services across the NOVA District throughout the 2026-2027 winter season. Contractors must submit equipment information, truck registration details, and requested hourly rates through the Plow4VA.vdot.virginia.gov portal. Licensed equipment requires installation of Automatic Vehicle Location (AVL) devices through CalAmp; VDOT covers first-time AVL device purchases, and contractors are responsible for replacements. Contractors must maintain vehicles and ensure AVL activation before operations commence. Heavy equipment and non-licensed equipment are exempt from AVL requirements.
Insurance requirements include minimum Automobile Liability of $500,000 combined single limit and Commercial General Liability of $500,000 per occurrence; VDOT must be listed as Additional Insured and Certificate Holder. Contractors with two or more pieces of equipment must provide Workers' Compensation/Employers Liability coverage of at least $100,000. All vehicle identification numbers must be listed on Certificates of Insurance. Insurance must remain current through April 30, 2027.
Awards are made on a rolling basis as the department's quota is met. Mandatory contractor meetings will be held by October 15, 2026 to review contract requirements and operations. All submitted agreements proceed through Area Headquarters for physical vehicle inspection within fifteen calendar days of approval. The contract term extends from approval through April 30 of the following year. Contact Wanda Meinhardt at 703-259-1791 or novasnowremoval@vdot.virginia.gov for additional information.
