About this file
This document is a contractor training guide issued by the Virginia Department of Transportation (VDOT) for new vendors participating in the 2026-2027 M7B Snow Removal Services program for the Northern Virginia (NOVA) District. The guide provides step-by-step instructions for vendors to register and submit bids through the Plow4VA online portal at https://plow4va.vdot.virginia.gov. Vendors must create accounts using their eVA numbers, complete vendor information including business entity details and insurance certificates, select the NOVA district and preferred Area Headquarters locations, review and sign the M7B Agreement, and input truck and equipment information with requested hourly rates. The submission process requires vendors to complete package reviews, verify compliance with contract terms and conditions, digitally sign their packages, and submit them for review. Vendors can monitor their submission status through the portal, which will display whether packages have been submitted, approved, rejected, or assigned.
The document emphasizes that all vendor information, including business name, insurance documentation, and equipment registration, must be accurate and consistent with relevant registrations. Vendors are required to upload certificates of insurance and equipment registration documentation, with uploaded files turning green upon successful submission. The training guide notes that rejected packages will trigger notification emails from plowsnow@vdot.virginia.gov, allowing vendors to modify and resubmit packages as needed. Upon successful submission, vendors must print their packages to obtain their Package ID and Agreement for their records. Interested vendors should contact Wanda Meinhardt at 703-259-1791 or novasnowremoval@vdot.virginia.gov for additional information regarding the M7B snow removal services solicitation.
