About this file

This is an Insurance Requirements document for the 2026-2027 M7B Snow Removal Services program administered by the Virginia Department of Transportation (VDOT) Northern Virginia (NOVA) District. Prime contractors and commercial applicants must provide Certificates of Insurance (COI) or Declarations Pages—not insurance cab cards—documenting minimum Automobile Liability Coverage of $500,000 combined single limit per accident and Commercial General Liability of $500,000 per occurrence. VDOT must be listed as both an Additional Insured and Certificate Holder on all policies. All vehicle identification numbers (VINs) for the prime vendor's trucks must be listed on the COI or Declarations Page. Contractors with two or more pieces of equipment must also provide Workers' Compensation/Employers Liability coverage with a minimum of $100,000. Insurance policies must remain current throughout the contract term, which extends through April 30, 2027.

Renewal insurance and vehicle registration updates submitted mid-season will be accepted via email only, with submissions directed to the appropriate VDOT residency location based on geographic jurisdiction (Loudoun, Fairfax, or Prince William counties). Contractors must use specific email addresses for their respective regions and include a subject line identifying the company name followed by "Insurance Update" or "Policy Change Information." Submission of incorrect or incomplete documentation will result in rejection of the M7B Agreement. Any lapse in insurance or vehicle registration will result in removal of the contractor's vehicles from call-out status and revocation of end-of-season bonus eligibility. Contractors are responsible for ensuring their insurance carriers are aware of all VDOT requirements.
