About this file

This is a contractor training guide issued by the Virginia Department of Transportation (VDOT) for returning vendors participating in the 2026-2027 M7B Snow Removal Services program for the Northern Virginia (NOVA) District. The document provides step-by-step instructions for returning vendors to register and submit their equipment and service packages through the Plow4VA online platform at https://plow4va.vdot.virginia.gov. Returning vendors must verify their identity using their eVA number, review and update their vendor information for accuracy, select previously used equipment from the prior year or add new equipment, designate their preferred Area Headquarters locations within the NOVA district, and complete truck information including vehicle identification numbers, registration details, insurance documentation, and requested hourly rates. The guide outlines the requirement for vendors to review and sign the M7B Agreement terms and conditions before package submission.

Vendors must ensure all submitted documentation, including certificates of insurance and vehicle registrations, are uploaded and validated within the system before final package submission. The process requires vendors to sign their packages with their legal name, obtain a Package ID/Agreement number for records, and monitor submission status through the Plow4VA portal for approval, rejection, or assignment notifications. Rejected packages may be resubmitted after vendors address identified issues. For additional information or assistance, vendors should contact Wanda Meinhardt at 703-259-1791 or email novasnowremoval@vdot.virginia.gov. eVA Customer Care is available at 866-289-7367 for vendor profile updates and technical support.
