July 6, 2026.

Prospective Snow and Ice Control Contractors, The Virginia Department of Transportation (VDOT) is pleased to announce the electronic M7B bidding site for the Northern Virginia (NOVA) District will be opening July 6, 2026, at 4:30pm. We will be reviewing Agreements until our quota has been met and submitting them to the requested Area

Headquarters for physical vehicle inspection. Any Agreements received after our business needs have been met can be offered to another AHQ or placed on a surplus list for potential contact later in the season should services be needed. The electronic M7B site is located at https://plow4va.vdot.virginia.gov.

All new and returning Contractors must be actively registered in the Virginia eProcurement Portal (eVA) in order to do business with the Commonwealth of Virginia. The M7B Agreement must match (name or business entity) your EVA/W9 profile.

YOU MUST SIGN-UP ON PLOW4VA SITE EXACTLY AS YOUR NAME APPEARS IN EVA. For example, if you are registered in eVA as John Doe Trucking, you must sign up as John Doe Trucking in plow4va and not simply John Doe. Your W9 must remain consistent.

The electronic M7B bidding site will require a match of the contractor's eVA ID and address used in your eVA profile for security purposes. Please ensure that all of your information within eVA remains accurate prior to the start of registration. Please note an up-to-date address is required by

VDOT and eVA within 3 business days of the change. Contractors are strongly encouraged to sign up for direct deposit for all payments by using the link below.

NoVA staff will be hosting contractor meetings to review M7B contract requirements, Special Terms conditions, and snow removal requirements. Dates of these Mandatory Meetings will be sent to approved Contractors by email on or before October 15, 2026. Attendance by all approved contractors for the 2026-2027 season is MANDATORY.
