About this opportunity

The Oregon Department of Human Services, through the Oregon Department of Administrative Services, is approving a special procurement amendment to extend electronic asset verification services with Public Consulting Group, Inc. through June 30, 2028, with a seven-day protest window opening October 5, 2026.

This is not a competitive solicitation but rather formal notification of Amendment No. 2 to the existing eAVS contract (PO-DASOBO-00065275, originally ODHS Contract #158352). The amendment extends service delivery for an additional eighteen months from January 1, 2027 through June 30, 2028 at an estimated cost of $1,181,700, with no increase to the cumulative not-to-exceed amount of $7,545,100. The eAVS system is a stand-alone portal and processing solution that determines and redetermines Medicaid eligibility for aged, blind, and disabled individuals under federal Centers for Medicare & Medicaid Services requirements and compliance mandate 42 U.S.C. 1396w. The system was originally implemented in 2018 and fully integrated into the OregONEligibility (ONE) system in 2021. Monthly costs comprise system maintenance and operations fees of $293,700, additional transaction fees of $576,000 (based on $5.22 per transaction exceeding 3,500 monthly transactions), LexisNexis property data services of $84,000, and LexisNexis transaction fees of $228,000 (based on $2.10 per transaction).

The State Chief Procurement Officer approved the amendment on October 2, 2026. The extension maintains uninterrupted federally mandated service continuity while the agency completes development of a competitive RFP (#DASOBO-00012870), delayed by personnel transitions (including assignment of a new contract administrator in June 2026), policy updates incorporating Web Content Accessibility Guidelines, and evolving federal regulatory requirements. Affected persons may file protests within seven calendar days to egs.pscustomercare@das.oregon.gov or by mail to the Department of Administrative Services. Marc Monetti, State Procurement Analyst, is the point of contact at (971) 301-0760 or Marc.MONETTI@das.oregon.gov.
