About this opportunity

Granite School District is issuing a Notice of Intent to Award Without Engaging in a Standard Procurement Process for mathematics materials, with a challenge-submission deadline of October 29, 2026. This is a sole-source or transitional-cost procurement under Utah Code 63G-6a-802 and Utah Administrative Code R33-108; the district has determined that engaging in standard procurement is impractical or not in the district's best interest.

Vendors other than the intended awardee may challenge this notice only by submitting written documentation to Adar Livni at alivni@graniteschools.org prior to October 29, 2026. A challenger must demonstrate that competing qualified sources exist for the mathematics materials and provide evidence that it can supply a comparable or superior product meeting or exceeding specifications, or the same proprietary item or an equivalent alternative. If the district justified the non-standard award on transitional costs, the challenger must also submit a cost comparison analysis showing its anticipated transitional costs against those identified by the district.

The source does not specify the intended awardee, estimated contract value, contract term, or technical specifications for the materials. Federal flowdown requirements apply if the contract is funded with federal funds: contractors must comply with Davis-Bacon Act wage standards (if construction-related), Service Contract Act labor provisions, Buy American Act restrictions, debarment and suspension rules, anti-lobbying certification requirements, and employment eligibility verification. Contractors must carry commercial general liability insurance of at least $1 million per occurrence / $3 million aggregate and workers' compensation insurance. Goods must be delivered F.O.B. destination within five days of purchase order receipt, with a one-year warranty against defects and non-conformance. The district reserves the right to terminate for convenience with five days' written notice. Contractors must comply with Utah's anti-boycott statute (63G-27-102).
