About this opportunity
Alpine School District's Purchasing Department is publishing a Notice of Intent to Award a Contract for Mandarin Matrix DLI Proficiency Builders curriculum without engaging in a standard procurement process, with a vendor challenge period ending September 1, 2026.
The district is asserting a sole-source justification under the Utah Procurement Code based on Mandarin Matrix's position as the developer and intellectual property owner of the DLI Proficiency Builders curriculum currently implemented in the district's Mandarin Dual Language Immersion program. The district previously obtained these materials through Fields Education but must now purchase directly from Mandarin Matrix. The district characterizes alternative Mandarin resources as lacking the same comprehensive, vertically articulated curriculum and identifies significant transitional costs—curriculum alignment, staff training, implementation, and instructional continuity disruption—that would result from a provider change.
The scope is standards-aligned Mandarin Chinese Dual Language Immersion curriculum materials for grades 1–9 instruction covering the 2026–2027 school year. The estimated contract value is $61,650, including freight.
Vendors believing they can provide equivalent products or services meeting the district's requirements may submit written challenges to the Alpine School District Purchasing Department by September 1, 2026. The district will review all challenges received during the notice period and determine whether to proceed with the non-competitive award or reject the notice if other qualified vendors are identified, unless the basis for award is transitional costs or impracticability.
All vendors responding must certify compliance with Utah Code 63G-27, confirming they are not engaged in economic boycotts or boycotts of the State of Israel and will maintain such compliance throughout the contract term. Vendors must also certify under UCA 63G-6a-121 that they are not providing forced-labor products or utilizing technology from restricted foreign entities.
