About this file

This is a Public Notice of Sole Source Procurement issued by Alpine School District's Purchasing Department in Utah for the acquisition of Mandarin Matrix DLI Proficiency Builders curriculum. The procurement involves standards-aligned Mandarin Chinese Dual Language Immersion (DLI) curriculum materials designed for grades 1-9 instruction. The notice was posted on August 26, 2026, with a posting end date of September 2, 2026. A vendor challenge period is available until September 1, 2026, during which vendors believing they can provide equivalent products or services meeting the District's requirements may submit written challenges to the Alpine School District Purchasing Department. The contract term covers the 2026-2027 school year, and the District intends to proceed with sole-source procurement if no valid challenges are received by the deadline.

The estimated contract amount is $61,650, including freight. The sole source justification is based on Mandarin Matrix's position as the developer and intellectual property owner of the DLI Proficiency Builders currently implemented in the District's Mandarin Dual Language Immersion program. The District previously obtained these materials through Fields Education but must now purchase directly from Mandarin Matrix. The justification emphasizes that alternative Mandarin resources do not provide the same comprehensive, vertically articulated curriculum currently in use, and that transitional costs related to curriculum alignment, staff training, implementation, and instructional continuity disruption would be significant if the District were to change providers.

PUBLIC NOTICE OF SOLE SOURCE PROCUREMENT

Sole Source: Mandarin Matrix ASD08252026AG1

Posting Date: August 26, 2026

Posting End Date: September 2, 2026

Procurement Information

Vendor: Mandarin Matrix

Product/Service: Standards-aligned Mandarin Chinese Dual Language Immersion (DLI) curriculum for grades 1–9 (DLI Proficiency Builders)

Estimated Amount: $61,650, including freight

Contract Term: 2026–2027 School Year

Sole Source Justification

Alpine School District intends to purchase the Mandarin Matrix DLI Proficiency Builders as a sole source pursuant to Utah Code §63G-6a-802.

Mandarin Matrix is the developer and intellectual property owner of the DLI Proficiency Builders currently used in the District’s Mandarin Dual Language Immersion program. The curriculum is specifically designed for immersion instruction and provides a vertically aligned approach to listening, speaking, reading, and writing across grade levels. The District previously obtained these materials through Fields Education but must now purchase them directly from Mandarin Matrix. Alternative

Mandarin resources do not provide the same comprehensive, vertically articulated DLI curriculum currently in use. Changing to a different curriculum would also result in significant transitional costs related to curriculum alignment, staff training, implementation, and disruption to instructional continuity for students currently participating in the DLI program.

Vendor Challenge

A vendor that believes it can provide the same or an equivalent product or service that meets the District's requirements may submit a written challenge to the Alpine School District Purchasing Department by

September 1, 2026.

The challenge must identify the proposed alternative and provide sufficient information demonstrating that it meets the District's requirements.

If the District receives no valid challenge by the deadline, it may proceed with sole-source procurement.
