About this opportunity
Alpine School District, Purchasing Department is proceeding with a sole-source award for Acadience Math digital administration licenses for Grades K–3, with a challenge period deadline of September 1, 2026. The estimated contract value is $64,000 for the 2026-2027 school year. No standard competitive procurement is being conducted.
The sole-source justification rests on two grounds: Acadience Math is the platform contracted by the Utah State Board of Education for state literacy and numeracy assessments, and the District currently uses Acadience for reading assessments, with Math licenses extending the existing platform. Acadience Learning Online is identified as the only source for the proprietary Acadience Math digital platform. The District cites significant transitional costs related to staff training, data integration, and implementation as an additional basis under Utah Code 63G-6a-802.
Interested and qualified vendors may submit a written challenge by September 1, 2026 identifying a proposed alternative product and providing sufficient information demonstrating equivalency to the District's stated requirements. If the Department of Purchasing determines during the challenge period that other qualified vendors exist meeting specifications, the procurement will not proceed under this sole-source notice. Absent valid challenges by the deadline, the District may award without competition.
All vendors submitting challenges and any contractor ultimately awarded must certify compliance with Utah Code 63G-27, confirming non-engagement in economic boycotts or boycotts of the State of Israel and committing to non-engagement during the contract term. Standard Alpine School District terms apply, including one-year product warranty, six-year record retention, F.O.B. destination pricing with contractor transportation responsibility, and pricing guarantees for the contract period with thirty days' notice required for adjustments. Contracts may be terminated with cause upon ten business days' notice after cure opportunity, or without cause upon sixty days' prior written notice. The District reserves right to terminate without notice if appropriated funding is reduced or eliminated.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS Alpine School District, Purchasing Department publishes this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Purchasing Department claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
