About this opportunity

The Teacher Retirement System of Texas (TRS) has issued Request for Proposals Solicitation Number TRS000660 seeking a qualified vendor to provide Private Markets Technical Services. The procurement requires the contractor to deliver online access through a vendor website or portal containing comprehensive financial data across private equity, real estate, infrastructure, corporate credit, and natural resource asset classes, supported by a pre-established library accessible through a market intelligence platform offering timely, high-quality data on private companies, investors, funds, deals, and valuations. Deliverables include analytical tools for research and evaluation, data on private companies and funds, daily newsletters, research publications, quarterly reports, and ad hoc reports provided at no additional cost, along with unlimited user access with the ability to add or remove users on an ad-hoc basis, optional one-way API or automated data delivery for internal reporting, and downloadable materials in PDF and Excel formats. Respondents must submit fully loaded, firm, fixed prices or hourly rates inclusive of all performance costs through PAVES with evaluation based on best value standards weighted as follows: Respondent Statement of Qualifications, Past Performance, and Client References (20%); Proposed Performance Details (40%); Respondent's Key Personnel (20%); and Proposed Pricing (20%). The RFP was issued on May 5, 2026, with a mandatory question submission deadline of May 18, 2026, at 3:00 p.m. Central Time, a non-mandatory pre-proposal conference scheduled virtually via Microsoft Teams on May 14, 2026, at 2:00 p.m. Central Time, and a proposal submission deadline of June 4, 2026, at 3:00 p.m. Central Time. The initial contract term is five years from the effective date of October 19, 2026, through October 18, 2031, with no optional renewal terms specified.

There are no specific set-aside designations mentioned for disadvantaged enterprises; however, respondents who intend to subcontract must submit a complete Veteran Heroes United in Business (VetHUB) Subcontracting Plan for their proposal to be considered responsive, though TRS determined that probable subcontracting opportunities do not exist under this procurement. Respondents must either be currently TX-RAMP certified or commit to obtaining Level 1 or Level 2 certification before contract execution, and all proposals must be submitted through PAVES with a confirmed bidder account using two-factor authentication. The contract requires the contractor to maintain professional liability insurance of $1,000,000 per occurrence and $2,000,000 in the aggregate, along with workers' compensation and employer's liability insurance, and comply with E-Verify, cybersecurity training requirements, Texas AI regulations, and various state and federal certifications regarding debarment and foreign adversaries. No incumbent vendors or current contractors are identified in the solicitation documents, and no specific budget or award value range is disclosed; however, the contract is expected to exceed $100,000 in value over its life. Payment will be made within thirty days of receipt of undisputed invoices submitted through TRS' Procurement and Vendor E-System (PAVES), and TRS reserves the right to conduct presentations, demonstrations, interviews, and/or site visits with top-ranked respondents as part of the evaluation process.
