About this file
This is Addendum Number 1 to a Request for Proposals issued by the Teacher Retirement System of Texas (TRS) for Private Markets Technical Services (Solicitation Number TRS000660). The addendum provides the pre-proposal conference attendance list, presentation materials, and answers to vendor questions. The non-mandatory pre-proposal conference was held on May 14, 2026, via Microsoft Teams at 2:00 p.m. Central Time, with TRS panel members from Procurement & Contracts, Internal Audit Division, and vendor participant Pitchbook represented. The mandatory question submission deadline is May 18, 2026, at 3:00 p.m. Central Time, with the proposal submission deadline firmly set for June 4, 2026, at 3:00 p.m. Central Time. The optional Presentation/Demonstration Round is anticipated for mid-July 2026. The initial contract term is five years (October 19, 2026, through October 18, 2031) with zero renewal options. Respondents must acknowledge receipt of this addendum by signing and dating the cover page and including it with their submitted response, or the proposal may be considered non-responsive.
Key submission requirements include uploading a single consolidated PDF response through PAVES with a maximum file size of 56,120 KB per document, with all demonstration materials embedded or uploaded rather than hosted externally. Respondents must propose pricing for each of the five contract years using proposed price per user, and state government client references are preferred with contract dates and amounts required. Respondents must either be currently TX-RAMP certified or commit to obtaining Level 1 or Level 2 certification before contract execution. The PAVES two-factor authentication requirement has been deactivated, though TRS uses Okta for SSO integration, which is required. Respondents must acknowledge the addendum by signing and returning the cover page, and those advancing to the optional Presentation/Demonstration Round will be notified via email. No file-type restrictions were specified, though hyperlinks to external demo content may be uploaded as a separate document in the "Respondent's Other Documentation" field.

Submitted Questions and TRS’ Response
Below is a list of questions submitted during the Question and Answer period and TRS’ response.
# Submitted Question TRS Response
1. Can someone besides the main POC submit the proposal via PAVES?
Yes. The person submitting the proposal must have access to PAVES.
2. Can you provide clarity on the order form pricing structure and best practices for filling in the pricing table?
What we are looking for is your proposed price per user.
If there are columns that do not apply to your pricing scheme, you may put N/A.
3. For client references, does it exclusively have to be state governments, and does it have to be clients we've personally worked with?
State government client references are preferred.
Respondents should have performed services for all client references.
4. When listing experience with similar clients, is it mandatory we list contract date and contract amounts?
Yes.
5. Will option years be a part of the pricing schema or will each year have a fixed rate?
The contract term will be an initial 5-year term, with zero renewal options. Please propose pricing for each of the 5 years.
6. Can you explain the TX-RAMP certification process and requirements?
To find TX-RAMP Eligibility and Requirements, please use this link https://dir.texas.gov/information-security/texas-risk-and-authorization-management-program-tx-ramp/tx-ramp-eligibility
7. How long will the minimum qualification period take?
TRS cannot answer the question at this time.
8. Will TRS issue an Addendum after the pre-proposal conference summarizing today's discussion, and approximately when should we expect it?
Addendum 1 will be posted no later than 5/22.
9. Is the June 4, 2026, proposal deadline firm, or is the “TBD” notation in the schedule of events signaling a possible adjustment?
The deadline for submission of proposals is June 4, 2026, at 3 pm CST. The Presentation/Demonstration Round, if applicable, is TBD.
10. Beyond the May 18 written-question deadline, will TRS accept follow-up clarifications, or is May 18 a hard cut-off for any Q&A?
May 18 is a hard cut-off for the question-and-answer round.
11. For the optional Presentation/Demonstration round, what is the anticipated date window so we can pre-block our subject-matter experts?
Mid-July.

12. Will TRS provide a list (or count) of vendors who attended the pre-proposal conference, as referenced in the sign-in addendum language?
Yes.
13. Are there file-size or file-type limits per upload field in PAVES that we should design our proposal exhibits around?
The maximum file size for a single document upload in PAVES is 56120 KB.
14. Does TRS prefer a single consolidated PDF response, or should each evaluation criterion be uploaded as a separate file in PAVES?
Single consolidated PDF response.
15. Will TRS accept hyperlinks to externally hosted demo content (videos, sandboxes), or must all materials be embedded/uploaded in PAVES?
All materials must be uploaded in PAVES. However, any hyperlinks to externally hosted demo content (videos, sandboxes) can be uploaded as a separate document under the ‘Additional Response Documents’ section ‘Respondent’s Other Documentation’ field in the Questionnaire.
16. We have strict guidelines with two-factor authentication — can you explain further?
The PAVES Two-Factor Authentication is no longer activated. Therefore, you should be able to use your login and password to access the system.
17. Does TRS require single sign-on (SSO/SAML) integration, and if so, with which identity provider?
TRS uses Okta for SSO and it is required.
18. If TRS elects to skip the optional Presentation/Demonstration Round, will Respondents be notified, or do we plan as if it will occur?
Respondents that advance to the Presentation/Demonstration Round will be notified via email.
