About this file
This is a pre-proposal conference overview document for the Teacher Retirement System of Texas (TRS) Solicitation Number TRS000660, which seeks a qualified vendor to provide Private Markets Technical Services. The solicitation, issued on May 5, 2026, requires the contractor to deliver online access through a vendor website or portal containing comprehensive financial data across private equity, real estate, infrastructure, corporate credit, and natural resource asset classes. Deliverables include analytical tools for research and evaluation, daily newsletters, research publications, quarterly reports, ad hoc reports at no additional cost, and unlimited user access with the ability to add or remove users on an ad-hoc basis. A non-mandatory pre-proposal conference is scheduled for May 14, 2026, at 2:00 p.m. Central Time via Microsoft Teams, with a mandatory question submission deadline of May 18, 2026, at 3:00 p.m. Central Time, and a proposal submission deadline of June 4, 2026, at 3:00 p.m. Central Time. The initial contract term is five years, effective October 19, 2026, through October 18, 2031, with no optional renewal terms specified.
Respondents must submit fully loaded, firm, fixed prices or hourly rates inclusive of all performance costs through the PAVES system with evaluation based on best value standards weighted as follows: Respondent Statement of Qualifications, Past Performance, and Client References (20%); Proposed Performance Details (40%); Respondent's Key Personnel (20%); and Proposed Pricing (20%). Respondents who intend to subcontract must submit a complete VetHUB Subcontracting Plan, though TRS determined that probable subcontracting opportunities do not exist under this procurement. All respondents must be either currently TX-RAMP certified or commit to obtaining Level 1 or Level 2 certification before contract execution. The contractor must maintain professional liability insurance of $1,000,000 per occurrence and $2,000,000 in the aggregate, along with workers' compensation and employer's liability insurance. Payment will be made within thirty days of receipt of undisputed invoices submitted through PAVES, and the contract is expected to exceed $100,000 in value over its life. No incumbent vendors or current contractors are identified in the solicitation documents.
