About this opportunity

The Teacher Retirement System of Texas (TRS) is issuing a Request for Proposals (RFP) under solicitation number TRS000637 for mortality verification and address locator services to be performed on a recurring basis for annuitants, inactive members, beneficiaries, and dependents. The contractor will provide monthly death match and address verification services for approximately 525,000 annuitant records, bi-annual services for approximately 200,000 inactive member records, and quarterly services for up to 250,000 beneficiary and dependent records. Core deliverables include monthly death audit monitoring with multi-layered matching processes utilizing both deterministic and fuzzy-logic matching techniques to achieve a 99% validated-match accuracy rate, identification of invalid or mismatched social security numbers, obituary and public-record death identification, and recurring weekly or daily reporting. Optional services include ad-hoc online searches and address location verification services for up to 1,000 records per month. The contractor must employ human-assisted verification when necessary and return completed reports via secure SFTP within five business days of data receipt. Required qualifications include a minimum of four years of experience in similar services, current SOC 2 Type II examination report or ISO 27001 certification, certification of no data breach within the past five years, and compliance with NIST SP 800-53 or ISO 27001 security standards. Evaluation criteria are weighted as follows: company qualifications (20%), key personnel qualifications (10%), technical approach (50%), and pricing (20%), with optional presentation, demonstration, and best and final offer rounds. Key dates include a pre-proposal conference on March 3, 2026, at 10:00 a.m. Central Time (non-mandatory), a question deadline of March 9, 2026, at 3:00 p.m. Central Time, and a proposal submission deadline of March 27, 2026, at 3:00 p.m. CST. Top-ranked respondents may be invited for presentations and site visits at TRS offices located at 4655 Mueller Boulevard, Austin, Texas.

The HUB Subcontracting Plan requirements apply to any contract valued at $100,000 or more over the contract life, including renewal options; no Veteran Heroes United in Business subcontracting plan is required unless the respondent determines subcontracting is necessary. Pricing must be submitted as fully loaded, firm, fixed prices on a per-record basis for mandatory service categories, with no price escalation permitted for optional renewal terms. The initial contract term is one year from the effective date of September 1, 2026, with three optional one-year renewal periods. Insurance requirements include workers' compensation, employer's liability ($500,000–$1,000,000), commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), and security and privacy liability insurance ($10,000,000 aggregate). TRS reserves the right to make no award, a single award, or multiple awards, and no minimum contract amount is guaranteed. Proposals must be submitted through TRS' Procurement and Vendor E-System (PAVES), and late proposals will not be considered. Vendors must acknowledge receipt of Solicitation Addendum 1 by signing and dating the cover page and returning it with their proposal response, or the response may be deemed non-responsive.
