About this opportunity

The Texas Military Department Construction and Facilities Maintenance Office is requesting proposals for the Camp Mabry Parking Lot Expansion project at 2200 W. 35th Street, Austin, Texas, with proposals due July 28, 2026, at 9:00 AM CT and mandatory site visits on June 29 and June 30, 2026. A VetHUB (Veterans Heroes United in Business) subcontracting plan is mandatory; contractors must demonstrate good faith efforts to recruit certified VetHUB subcontractors in building construction, paving and resurfacing, concrete, masonry, and testing services, with notification of at least two certified VetHUBs per opportunity and a minimum seven-business-day response window.

The scope includes construction of one new hot asphalt parking lot (approximately 10,800 square feet), three road base parking areas totaling approximately 38,000 square feet, selective demolition of non-historic retaining wall elements, and reconstruction of a limestone masonry retaining wall to match adjacent historic work. The Base Bid covers the hot asphalt lot, Road Base Parking 2 and 3, and retaining wall work; Road Base Parking 4 is priced separately as Bid Option 1. Work requires comprehensive technical specifications including ASTM-compliant compaction, density testing, and quality control verification by a certified testing laboratory retained by the contractor.

The estimated construction budget is $600,000 for the proposal base and $50,000 for Option 1, with all costs including labor, materials, equipment, permits, fees, bonds, and insurance. Contractors must submit a bid bond of not less than 5 percent of the proposal base amount, and proposal prices must remain firm for 60 calendar days from RFP opening. The contract is contingent on continued state funding availability and incorporates Build America Buy America Act requirements for domestic content procurement.

Evaluation is weighted across eight sections totaling 100 points: General Requirements (pass/fail), ability to provide general construction services (4 points), experience with equivalent projects (18 points), proposed team experience (10 points), execution plan (8 points), safety program and record (5 points), project management plan and coordination (5 points), and pricing (50 points). Key personnel must hold OSHA 30-hour certifications. Successful respondent notification is anticipated August 24, 2026, with contract award and execution expected by September 15, 2026 and approximate project completion in February 2027. Contract performance period and Notice to Proceed will be issued within 90 days of award.
