About this opportunity
The Texas Military Department (TMD) is soliciting competitive sealed bids through an Invitation for Bid (IFB) for the furnishing and installation of a supplemental HVAC system at Camp Bowie Readiness Center Building 28 in Brownwood, Texas. The primary objective is to address insufficient cooling in first and second floor classrooms by installing a variable refrigerant flow (VRF) system featuring a Daikin RXYA120AATJA outdoor condenser unit (or approved equal) with six ceiling-mounted indoor fan coil units, refrigerant piping, condensate drain piping, electrical components, and control systems. Deliverables include complete mechanical and electrical installation, system startup, testing, and commissioning to verify classroom temperatures maintain 75 degrees Fahrenheit or below under peak summer design conditions, with work performed in accordance with Garver recommendations and applicable codes including Division 23 (HVAC Systems) and Division 26 (Electrical Systems) standards. Qualified contractors must demonstrate ISO 9001 and ISO 14001 certification, provide evidence of financial resources through ratings from organizations such as Dun & Bradstreet or Fitch Ratings, submit at least three references for similar projects completed within the past two years, maintain comprehensive insurance coverage including general liability and workers' compensation from A.M. Best "A" rated companies, and ensure installer personnel possess valid manufacturer certification for the project duration. Mandatory site visits are scheduled for May 27, 2026, at 10:00 a.m. and 1:00 p.m. CST, with attendance at one session required or disqualification will result; written questions must be submitted by June 4, 2026, at 4:00 p.m. CST with answers posted by June 16, 2026; and bids are due June 23, 2026, at 11:00 a.m. CST at the TMD office in Austin. Award will be based on lowest price meeting specifications or best value considerations on a firm fixed-price basis with no minimum compensation guaranteed.
For contracts valued over $100,000, a Historically Underutilized Businesses (HUB) Subcontracting Plan is required, and contractors must submit monthly Prime Vendor Progress Assessment Reports to demonstrate compliance with HUB utilization goals. The contract is subject to prevailing wage requirements under Texas Government Code Section 2258, with applicable wage rates established by the U.S. Department of Labor for Brown County, Texas, ranging from $8.50 to $33.23 per hour for base wages with fringe benefits varying from $0.00 to $24.92 per hour depending on trade classification; contractors must also provide one hour of paid sick leave for every 30 hours worked as required by Executive Order 13706. The initial contract term is one year from the effective date of award, with TMD retaining the option to extend for up to three additional one-year periods at the agency's sole discretion. No specific incumbent vendor or budget range is disclosed in the procurement documents. Contractors must comply with all TMD Standard Terms and Conditions (Revision 6), including requirements for drug-free workplaces, E-Verify program participation, cybersecurity training, and indemnification obligations, with warranty service requiring response to calls within 48 hours and completion of repairs within 14 days of notification. Payment will be processed following TMD's acceptance of work, with invoices submitted to the Accounts Payable Department.
