About this opportunity
The Texas Military Department (TMD), through its Construction and Facilities Maintenance Office, is soliciting proposals for major maintenance and modernization of Camp Mabry Building 8 Joint Force Headquarters under Solicitation TMD27-CFMO-0046268, with proposals due March 2, 2027 at 10:00 a.m. Central Time. A completed subcontracting plan is mandatory, and failure to submit it results in proposal rejection. The plan must document good faith efforts to recruit certified HUB subcontractors, and bidders must notify at least two certified VetHUB firms per subcontracting opportunity and allow a minimum of seven business days for responses. TMD encourages participation of service-disabled veteran-owned VetHUB-certified firms in building construction, electrical, HVAC, plumbing, roofing and siding, and fire protection subcontracts.
The scope is renovation of approximately 144,458 square feet at 2200 West 35th Street in Austin, Texas (Travis County). Work includes interior surface refinishing, exterior door replacement, pavement resurfacing, restoration of mechanical, electrical, plumbing, and roof systems, and modernization for ADA compliance, current building codes, anti-terrorism force protection standards, and dual-gender restrooms. All iron, steel, manufactured products, and construction materials must meet Build America Buy America requirements.
The estimated proposal base is $29.0 million, with four options totaling an estimated $970,000: Power and Lighting at Assembly Hall and Unit Storage, Packaged RTU at Assembly Hall, Replacing PV Panels, and Electrical Lightning Protection. The contract is contingent on continued state and federal funding. The contract runs through October 2028, with the performance period set by the respondent in calendar days after a Notice to Proceed issued within 90 days of award. Bids require a bid bond of not less than 5 percent of the proposal base and must remain firm for 60 calendar days after opening. Performance and payment bonds, Builder's Risk insurance at 100 percent of the Contract Sum, and prevailing wage compliance also apply.
Evaluation is best value. Compensation carries 50 percent, respondent experience 18 percent, team experience 10 percent, project execution plan 8 percent, safety program 5 percent, project management and quality control 5 percent, and general construction ability 4 percent. Past performance and the subcontracting plan are pass/fail.
Three mandatory site visits occur December 8–10, 2026. Questions are due January 8, 2027, with answers by addendum around February 9, 2027. Public opening follows at 10:05 a.m. on March 2, 2027. Notification is expected around April 15, 2027, and award is anticipated May 12, 2027. Project drawings and specifications are obtained by requesting them from FY27Building8RCMM@cfmo.mil.texas.gov. HUB subcontracting questions go to Kristine A. Brock at HUB@military.texas.gov, with Susana Rivera at 512-782-6916 as secondary contact.
