About this file
This Addendum 1 to an Invitation for Bid (IFB) issued by the Texas Military Department (TMD) for the Camp Bowie Readiness Center Classroom HVAC project (Solicitation No. TMD26-CFMO-0044411) clarifies and supplements the original solicitation documents effective June 16, 2026. The addendum provides three critical attachments: additions to bonding requirements under Section C.11, a comprehensive Question & Answer document addressing 17 bidder inquiries, and site visit sign-in sheets from the mandatory pre-bid conferences. Key clarifications include confirmation that work must be conducted Monday through Friday only, temporary air conditioning is not required as the facility maintains current cooling systems during construction, and factory representative startup is mandatory for the new variable refrigerant flow system. The addendum specifies that contractors are responsible for all coring, drilling, penetrations, firestopping, patching, and restoration work necessary for complete installation, with condensate piping to be copper and insulated, tied into existing drainage systems with condensate pumps provided where manufacturer requirements dictate.
The addendum establishes bonding requirements stating that for contracts exceeding $100,000, a Performance Bond equal to the contract amount is required, and for contracts exceeding $25,000, a Payment Bond in the contract amount is mandatory, with both bonds to be received within ten calendar days after award and referenced with the solicitation number. Bid bonds are explicitly not required for this solicitation. Contractors must include all bonding costs in their Base Bid without separate itemization. The addendum confirms that Builder's Risk insurance is not required, though contractors must maintain all insurance coverages specified in Section C.7 of the IFB and applicable Standard Terms and Conditions. No specific budget or pricing information is disclosed in this addendum document itself, which serves primarily to provide technical guidance, bonding specifications, and responses to pre-submission bidder questions.

No. QUESTION ANSWER
1. IS IT POSSIBLE TO WORK WEEKNEDS? No, work is to be conducted Monday through Friday.
2. ARE WE ABLE TO STORE EQUIPMENT AND
MATERIALS AT JOB SITE FACILITIES?
Yes, the storage site will be identified with the awarded vendor.
3. IS TEMPORARY AIR REQUIRED?
No, temporary air is not required for this installation. The facility is currently conditioned, and this new cooling system is to provide supplemental cooling to the space.
The current system operation shall be maintained at all times to continue to provide cooling in the space during construction.
4. ARE EQUIPMENT FACTORY START UPS
REQUIRED?
Yes, factory representative startup will be required for the new system.
5.
The drawing set does not appear to include any mechanical drawings. Could you please confirm whether mechanical drawings will be provided or if there are any additional HVAC documents available?
The electrical sheet indicates the location of the condensing unit, and the individual indoor cassette ceiling units. The indoor units shall be hung in these locations per the original project drawings. The outdoor unit shall be concrete pad mounted per the original drawing details, and the refrigerant routing shall match the route as closely as possible to the existing refrigerant piping from the outdoor condenser to the new indoor units. If piping penetrates a fire rated wall, those penetrations shall be fire caulked, all other penetrations shall be sealed appropriately. Refrigeration piping shall be sized per manufacturer recommendation to ensure proper lift and refrigerant management is provided for their system type.
6.
For the HVAC system installation, will a chase be provided for routing the refrigerant lines from the outdoor condenser units on the lower level to the cassette units located in the second-floor classrooms?
A new chase is not planned for the installation of the new refrigerant piping. The new refrigerant pipes shall match the existing routing as closely as possible.
Addendum 1 - Attachment B Page 1 of 3
7.
Could you please clarify where the condensate drain lines are intended to terminate? The drawings do not appear to indicate the drain discharge locations.
The condensate shall tie into the existing condensate piping from each room. Each room is already currently served by a unit with an evaporator coil, that unit’s condensate piping shall be extended and properly trapped for the new ceiling cassette unit(s) being installed.
8.
Please provide the location of the line set chase. Our new line sets will need to enter the second floor and go above the ceiling of the classrooms. Where will that be?
Contractor shall field verify the existing refrigerant piping route serving the existing classroom HVAC equipment. New refrigerant piping shall generally follow the existing route to the maximum extent practical. No new dedicated line set chase is planned as part of this project.
9.
Who is responsible for the boring out concrete?
The structure has concrete walls and sub flooring.
Contractor shall include all coring, drilling, penetrations, firestopping, patching, and restoration required for a complete installation.
10.
Drain line, the plans are not clear on how condensation drains are to be run. Do we tie into what’s existing, do we run a new condensation pump?Termination location?
Bathrooms are not located on the 2nd floor.
Contractor shall field verify existing condensate drainage routing and include all work necessary to provide a complete and operational condensate drainage system.
Existing condensate piping may be utilized and extended where practical.
Condensate pumps shall be provided where required by the final installation and manufacturer requirements.
11.
This system requires use of junction box type refrigeration panels. It is recommended that these are easily accessible, are there specific locations that we need to try and make these accessible or is the drop chilling good enough?
Refrigerant branch controllers/junction boxes shall be installed in accessible locations in accordance with manufacturer requirements. Locations above accessible lay-in ceilings are acceptable.
12. Can a Vendor install PVC drainage pipe to the plumbing stock from each HVAC unit?
Condensate piping to be copper and insulated. Condensate piping shall be installed in accordance with applicable codes, manufacturer requirements, and project specifications.
13. ARE THERE ANY BONDING
REQUIREMENTS FOR THIS PROJECT?
Yes. Refer to Addendum 1 Attachment A, which adds Section C.11 – Bonds Required Under the Contract.
