About this opportunity
Texas A&M University Galveston (TAMUG), through its Institute for Disaster Resilience and Technology (IDRT), has issued Request for Proposal TAMUG-RFP-26-0117 seeking qualified vendors to provide comprehensive communication and rebranding services. The procurement encompasses strategic communications, brand identity and messaging development, hazard mitigation planning expertise, technical translation of research outputs, content creation, web and digital services, and on-call support for special projects over a five-year contract term with potential annual review and renewal. Services may be performed primarily through remote platforms, with in-person participation in meetings available as mutually agreed upon. The evaluation criteria allocates 100 points across six categories: vendor experience (5 points), pricing and benefits (20 points), operations and university integration (35 points), hardware and related software (20 points), unit specifications and features (15 points), and references (5 points). Proposals must include transparent fee structure breakdowns and three comparable client references from the past five years, with preference given to higher education clients. The original proposal deadline of May 8, 2026 at 2:00 p.m. CST has been extended to May 28, 2026 at 2:00 p.m. CST, and the question deadline has been extended to May 6, 2026 at 2:00 p.m. CST, with addendum responses posted by April 28, 2026. The projected formal execution date is May 18, 2026.
Respondents with contracts valued at $100,000 or more must submit a Historically Underutilized Business (HUB) Subcontracting Plan demonstrating good faith efforts to utilize Texas-certified HUB vendors, though vendors performing services remotely may utilize specialized subcontractors from outside Texas while maintaining HUB participation goals where possible. All vendors must obtain specified insurance coverage prior to commencing work, including commercial general liability of $1,000,000 per occurrence, automobile liability of $1,000,000, and worker's compensation insurance. The contract is structured as a flexible Master Order with a not-to-exceed amount of approximately $100,000, with actual expenditures expected to be less than or equal to this amount depending on project needs and available funding, though the University is open to exceeding this amount through the proper amendment process if necessary. No incumbent vendors or current contractors are identified in the solicitation documents. Texas A&M reserves the right to terminate the agreement without penalty by providing thirty days' written notice and may immediately cancel due to non-performance. Proposals may be submitted electronically via AggieBid or email, and Texas A&M may request on-site demonstrations or presentations during evaluation.
